Description
The 934th Airlift Wing will be soliciting for Project #QJKL 13-0006, Repair Active Vehicle Barriers - Main Gate. Work to be performed within NAICS code: 238190 size standard $14M. Work to include: Provide all necessary labor, materials, tools, transportation, equipment, testing & supervision for repairing the active vehicle barrier system located at the Main Gate and install additional traffic control measures to meet certification requirements. Work includes (but is not limited to) accomplishing various repairs to various components that make up the vehicle barrier system including the control panels in the Main Gate and Overwatch facilities, related eletrical and control wiring, traffic control devices, removing/replacing existing street pavement as necessary to repair storm drainage system with new catch basin, grate, pipe, etc. Install traffic signs, warning devices, overspeed detection system & wrong-way entry warning system. Location will be at the vehicle Main Entrance Gate, at the Minneapolis-St Paul Air Reserve Station, Minneapolis MN as shown on the drawings. Performance period is 180 days. A firm fixed-price Request for Proposal (RFP) is contemplated and will utilize the best value source selection process with the intent to award one contract to one responsible offeror whose proposal conforming to the RFP is the Lowest Priced Technically Acceptable (LPTA) approach. In using this approach, the Government seeks to award a contract to the offeror who gives the Air Force the greatest confidence that they can meet the requirements. The evaluation factors and ratings will be provided in Section M of the RFP. This acquisition is solicited as a Total Small Business Set-Aside. Magnitude of acquisition is between $500K and $1M. The solicitation will be available via electronic means only, on or about 30 June 2014, with proposals due 30 days after RFP issuance. The entire solicitation will be posted at the FBO website https://www.fbo.gov. Telephone requests for plans will not be honored. Plans and specifications will also be available for examination without charge at the Contracting Office upon coordination with the assigned Contract Specialist. All contractors must be registered in the System for Award Management (SAM) database to be eligible to receive award http://www.sam.gov and have completed the On-line Representations and Certifications within that registration. Vendors should sign up on this web site in the "Interested Vendor List (IVL)" tab to view, and sign up to "watch" the opportunity to receive notices. Once the solicitation is posted, it is incumbent upon interested parties to review this web site frequently for any updates/amendments to the solicititation. Detailed Site visit information will be provided in the RFP package, Section L; Potential bidders - prime contractors, subcontractors and/or suppliers may attend any site visits upon written advance notification to the assigned Contract Specialist, see FAR Clause 52.236-27. All responsible sources may submit a proposal by the date & time specified in the solicitation. No late proposals will be accepted.
