- Statement of Work (SOW) for an all-inclusive resort facility needed for two (2) off-site military Marriage Care retreats. The contractor shall provide a facility not greater than 60 miles from Joint Base Elmendorf-Richardson (JBER) Alaska. This is a combined Synopsis/Solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6-streamlined procedures for evaluation and solicitation for commercial items-as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This is Solicitation FA5000-14-T-0069 and it is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-36. The associated North American Industrial Classification System (NAICS) code for this procurement is 721110 with a small business size standard of $30M. This acquisition is set aside for small businesses. The Government intends to conduct two (2) separate Marriage Retreats under contract as a result of this solicitation. There are three preferred dates that will best fulfill the Government's requirement and they are 27-29 June 2014, 11-13 July 2014 and 1-3 August 2014. The Government will select the two separate Marriage Retreat dates that best support the Government's needs as per this solicitation. If these dates are not available vendors are authorized to submit offers for other dates for consideration, but they must be on a Friday-Sunday format as specified in the Attachment 1, Statement of Work (SOW), Marriage Retreat. Vendors are responsible for providing all necessary information in their offer for the Government to evaluate it without further action. All responsible Contractors shall provide a quote for the following: Line Item 0001: Provide Marriage Retreat support per Attachment 1, SOW, Marriage Retreat. Vendors shall their specify dates of availability in their offer. Line Item 0002: Provide Marriage Retreat support per Attachment 1, SOW, Marriage Retreat. Vendors shall specify their dates of availability in their offer. All related costs for contractor performance shall be clearly explained in their offer and included in their price for each marriage retreat event dates offered. Price variances for the range of attendance at each retreat for attendance of up to 40 couples as specified in the SOW should be clearly explained in their offer. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a), or complete and submit per the information in FAR 212-3 above which is located in full text at http://farsite.hill.af.mil/vffara.htm. This is a best-value procurement. Award will be made to the offeror whose offer conforming to the solicitation is determined to be most advantageous to the Government, price and other factors considered. The Government intends to evaluate offers and award without discussion and reserves the right to make more than one award if determined in the best interest of the Government.
