- This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. The Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Virginia 22448-5110 intends to procure for the Combat Direction Systems Activity Dam Neck (CDSA DN) engineering and technical services that support modeling and simulation work performed at the Virginia Advanced Shipbuilding and Carrier Integration Center (VASCIC) in Newport News, VA. This facility is located on the grounds of the Huntington Ingalls Industries corporate site located at 4101 Washington Avenue, Newport News, VA 23607-2734. The Government intends to award this contract on a sole source basis. The purpose of this procurement is to obtain advanced engineering and support services for the use, application, and operation of VASCIC laboratories, resources, and equipment. Said VASCIC resources are utilized to perform modeling, simulation, and analysis of U.S. Navy aircraft carrier and select surface ship designs, configurations, and systems. This work involves C4ISR systems, weapons systems, and other related maritime systems such as those related to aviation operations. This is a non-commercial procurement. The U.S. Navy has continuous unique usage rights to the VASCIC facilities and resources. All planned CDSA DN projects are based on DoD, Naval, or Joint maritime systems and platforms. The types of support labor for this contract are derived from requirements directly related to the tasking listed in the Performance Work Statement. Support tasking includes the following kinds of work: a. Modeling and Simulation Planning, Testing, and Analysis b. Computer Engineering and Analysis c. Engineering - Includes Systems Engineering d. Logistics e. Advanced Engineering Technician Work f. Electrician Work The tasking and types of work are directly related to the continuation of existing projects and formulation of future projects predicated in many cases upon application of previously built complex models, simulation techniques, designs, and databases. Projects for this contract specifically require continuation and utilization of specialized laboratories and resources at the VASCIC. The award is being based on a sole source because award to any other source for the necessary engineering and technical services support as well as the building of capable facilities would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. An Indefinite Delivery Indefinite Quantity (IDIQ) Cost Plus Fixed Fee (CPFF) contract will be issued. The period of performance will be five years. Performance shall be at the contractor's site and the Combat Direction Systems Activity Dam Neck. The North American Industry Classification System (NAICS) code is 541330 with a size standard of $35.5 Million in annual revenues. The anticipated award date is 19 December 2014.
