- NOTICE OF CONTRACT ACTION (NOCA) The 96th Test Wing (TW), Air Force Test Center (AFTC), Eglin AFB, Florida has concluded their market research and intends to solicit and award a sole source cost plus fixed fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) services contract to Northrop Grumman Systems Corporation, Aerospace Systems, 2000 W NASA BLVD, Melbourne, Florida 32904-2322. Anticipated award date is 1 July 2014. The ordering period will be for five years with an anticipated maximum dollar amount of $495,000. Estimated cost per year is $99,000 maximum. This contract will be for on-call support, problem identification, diagnosis and recommended repair actions. The JSTARS OPFAC test stations are owned and maintained by AFTC and are in support of Department of Defense. The incumbent contractor developed the software and hardware for these systems, and the software/hardware and test data for the systems are proprietary. The Government does not own a reproducible technical data package to provide to interested parties. The Air Force has no development funding for this procurement. The proposed North American Industry Classification System (NAICS) code for the future acquisition is 541511. This notice is not a request for competitive proposals/quotes. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Although the Government intends to solicit and award as a sole source ID/IQ under the authority of FAR 6.302-1(a)(2), as stated in the sources sought, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. The government will consider all responses received within 15 days of publication of this notice.
