- Repair Qualification Request Sources Sought Synopsis - F-16 Radar Antenna Array Brazing Assembly NOTICE: This Sources Sought Synopsis (SSS) and Request for Information (RFI) is issued to determine potential repair sources for information and planning purposes only and does not constitute a solicitation. The government does not intend to award a contract on the basis of this SSS/RFI or otherwise pay for the information solicited. 1 General Information Document Type: Sources Sought Notice / Request for Information Agency: Department of the Air Force Contracting Office: OO-ALC/PKXB 6038 Aspen Ave (Bldg. 1289) Hill AFB, Utah 84056 Solicitation Number: FA8251-14-R-Brazing Assembly Posted Date: June 3, 2014 Response Date: July 3, 2014 Classification Code: 16 - Aircraft components & accessories NAICS: 334220 - Radio and TV Broadcasting and Wireless Communications Equipment Manufacturing 2 This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 3 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 334220, Radio and TV Broadcasting and Wireless Communications Equipment Manufacturing. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 4 Synopsis: The Government is performing market research on potential sources for the Repair and Refurbishment of the Array Brazing Assembly which is part of the F-16 Aircraft AN/APG-66 and AN/APG-68 Radar Systems Antenna. The Assembly is identified by P/N 646R706G01 and NSN 1270-01-077-8078WF. 4.1 This is announcement is an SSS/RFI only. There is no solicitation available at this time. Requests for a solicitation will not receive a response. 4.1.1 This SSS/RFI does not constitute a commitment, implied or otherwise, that any procurement will be accomplished. This is not a request for proposal or invitation for bid. Information received will be considered solely to assist the Air Force in conducting market research of industry to identify sources that meet Air Force requirements. 4.1.2 There will be no reimbursement for the information provided. The Government assumes no responsibility for costs incurred by the contractor in responding to this SSS/RFI. These costs remain solely the responsibility of the responding contractor. 4.1.3 All information received in response to this SSS/RFI that is marked Proprietary or Competition Sensitive will be handled accordingly. 4.1.4 Responses to this SSS/RFI will not be returned. 4.2 Interested sources that have experience in repair or manufacture and the ability to repair slotted Antenna Array Brazing Assemblies may submit information regarding their capabilities to the Air Force for consideration. 4.2.1 Responses must include evidence of capability: (1) Description of similar experience including contract numbers with award dates (2) Description of facilities (3) Description of support and test equipment (4) Kits and piece parts availability (5) Description of Quality Program (6) Certifications 4.2.2 Responses should include any anticipated teaming arrangements with a description delineating between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 4.3 Responses must demonstrate that the item and services meet the government's requirements. 4.3.1 A complete and adequate data package is not available from the government. 4.3.2 The available engineering data is releasable to DOD and contractors only. The data is export controlled and not releasable to foreign sources. 4.3.3 Special materials, facilities, tooling or test equipment required to perform this function are not available from the government. 4.3.4 Cobham (CAGE 66544) is currently the only known source with the specialized expertise, facilities and equipment necessary to refurbish the assembly. 4.4 Interested sources must maintain facilities and personnel to store, maintain, and operate classified systems and data up to and including Secret. 5 Scope of Performance Required: This SSS is to provide repair source information for the Radar Antenna Array Brazing Assembly used on F-16 Aircraft to service the assembly to a like new condition. The Array Brazing Assembly is an essential component of the APG-66/68 Radar System and therefore its performance is vital to the safety and operational capabilities of the aircraft. 5.1 Repair of this assembly requires specialized equipment, processes and precision work. Any source attempting to qualify for this repair must demonstrate this capability. 5.1.1 Qualifying a repair source is necessary to assure the government that the Array Brazing Assembly will perform properly in the aircraft operational environment. Failure to properly repair the Array Brazing Assembly may result in compromising the safety and operational capabilities of the aircraft. 5.1.2 The Antenna Brazing Array is a specialized waveguide device manufactured to tight tolerances. Extensive knowledge of slotted array repair and the ability to refurbish the assembly are prerequisite to qualification. 5.2 Repair entails total refurbishment to a serviceable like-new condition which meets specified performance. 5.2.1 Repair of the array assembly requires extensive experience and technical knowledge of the design. Although drawings are available, the data has been determined incomplete or insufficient; repair would likely require independent engineering analysis or possibly reverse engineering. 5.2.2 Restoration requires at the least: (1) Removal of all polyamide tape material (2) Complete cleaning (may be part of the brazing and iridite processes) to remove all corrosion and contaminants in the internal and external surfaces of the plated assembly (3) Dip braze and iridite coating (to clean, coat for corrosion prevention and establish electrical beam forming surface, and to heat treat) (3) Restoration of array surface flatness (4) Complete replacement of the polyamide tape (5) Verification testing 5.2.3 Spot patching of polyamide tape is not permissible. This process damages the array surfaces and changes the surface circuitry. 5.2.4 Safety issues exist for installation of the polyamide tape relating to the heating process. 5.3 The current repair estimate for the Array Brazing Assembly is 60-100 per year. 6 Contacts: Deliver Information to: by mail: Don W.
