- This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources that includes; (1) other than small businesses (large businesses, education institutions, non-profits, etc.); (2) small business sources; (3) HubZone small businesses; (4) service-disabled small businesses; (5) veteran-owned small businesses; (6) 8(a) small businesses; (7) veteran-owned small businesses; (8) woman-owned small businesses; (9) small disadvantaged businesses; and (10) private contractors and consultants, who can perform the requirements of the size classification relative to the North American Industry Classification System (NAICS) code as specified below. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government's requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. The notice is strictly for market research purposes only. Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 11:00 A.M. ET on 13 June, 2014. All responses under this Sources Sought Notice must be emailed to Derek Chuff at derek.m.chuff.civ@mail.mil The contractor shall provide all necessary labor, equipment, and materials to remove snow from sidewalks, steps, porches, ramps, and landings for an as yet undetermined square footage at Fort Detrick. a. Snow removal shall be completed during weekdays (excluding holidays), prior to duty hours, no later than 5:45 A.M. on business days. When the precipitation is continuous or when the Contracting Officer Representative (COR) decides additional treatment is necessary for personnel safety, snow removal and treatment shall be performance during duty hours from 5:45 A.M. to 5:00 P.M. b. Snow and/or ice accumulation on weekends and holidays shall be remove prior to 5:45 A.M. the next business day, but not more than 3 hours in advance. c. In the event Fort Detrick is close, the contractor shall come out the next business day that the fort is open. All areas must be cleared by 5:45 A.M. for the open business day. The COR may call the contractor back out if the snow or ice are continuous and accumulating throughout the day. d. If the areas have been cleared by the contractor but additional snow is dumped on the assigned areas from the fort's snow removal contractor, the COR may call the contractor to remove the additional snow/ice. e. Abrasive snow/ice melt material will be applied after snow removal and during icy conditions to sidewalks, steps, porches, ramps, and landings in sufficient quantity and frequency to provide safe entrance and exit of the buildings. All abrasive material applied will be safe for the shrubbery, sidewalks, steps, porches, ramps, landings, and the environment. The contractor shall identify the treatment chemicals that will be used. 3. DEFINITIONS: a. Snow Removal and Ice Treatment - The removal of snow or ice from the areas listed in paragraph 4, and the treatment of those areas with abrasive snow/ice melt material. b. Severe Strom - Constitutes snow accumulation of 10 inches or more.
