- The Naval Sea Systems Command (NAVSEA) intends to award a sole source bridge modification to Dell Services Federal Government, Inc., 8270 Willow Oaks Corporate Drive, Fairfax, VA 22031 as required by Submarine Maintenance Engineering, Planning and Procurement (SUBMEPP). Submarine Maintenance Engineering, Planning and Procurement (SUBMEPP) is an independent field activity of the Naval Sea Systems Command (NAVSEA) that is aligned under the Undersea Warfare Directorate, NAVSEA 07. Its mission is to keep assigned Naval ships (submarines and where applicable, surface craft) safe, reliable, and affordable through use of its engineered life cycle maintenance and modernization products and services. SUBMEPP is formally delegated Technical Duties and Responsibilities, to provide and maintain engineered life cycle maintenance products in direct support of the Fleet, shipyards, industrial facilities, and NAVSEA. In addition, SUBMEPP performs specific Life Cycle Engineering Management and technical functions, as formally delegated by NAVSEA. SUBMEPP has a requirement for specialized engineering services to support program management, engineering services, logistics management, and administrative support services associated with the life cycle maintenance, modernization, and modification of Submarine and Naval ships, support facilities and other unique platforms. The required services will also support the development of Integrated Logistics Support (ILS) programs for new construction submarine and surface platforms to include Littoral Combat Ship (LCS) Mission Modules (MM). Dell Services Federal Government, Inc. (DSFG) is currently supporting this requirement under task order N00189-13-C-0023, which was awarded on 12 March 2013. This effort is due to expire on 11 July 2014. A follow on procurement, that was solicited as a small business set-aside competition under solicitation N00024-13-R-3276, is expected to be awarded within the next three months, in the 4 th quarter of fiscal year 2014. Pursuant to 10 U.S.C. 2304(c)(1), DSFG is the only responsible source capable of fulfilling the Navy's requirements for a continuation of program management, engineering services, logistics management, and administrative support services associated with the life cycle maintenance, modernization, and modification of Submarine and Naval ships, support facilities and other unique platforms. This bridge will prevent unacceptable delays in fulfilling the Government's requirements until the follow-on competition is awarded. The period of performance for the immediate sole-source contract is anticipated to be from 12 July 2014 through 12 November 2014 to enable the continuation of these critical services until the competitive effort is awarded under solicitation N00024-13-R-3276.
