- Pre-Solicitation Notice The U.S. Army Corps of Engineers, Detroit District, is seeking to replace the coating on a Poe Lock miter gate at the Soo Locks in Sault Ste. Marie, Michigan. The project will provide a new vinyl coating system on the miter gate. The project may include, but is not limited to, providing a wind resistant, enclosed, climate controlled environment; disassembly and reassembly of existing/new replacement gate components; weld/crack repairs; surface preparation and application of vinyl coating system. The schedule for working within the lock area for this project is rigid and is limited to the timeframe when winter lock closure and dewatering activities take place for lock maintenance (21 January 2015 thru 19 March 2015). Project delays that cause the project to extend past the required completion date would adversely impact the commercial navigation industry and time extensions will not be granted. General Information: The estimated price range of construction is between $1 Million and $5 Million. The North American Industrial Classification System (NAICS) code is 238320, which has a small business size standard of $14 million in average annual receipts. This project will be advertised as unrestricted. The Government intends to issue a firm-fixed price contract. Approximate solicitation posting date: Late June 2014 Award for this requirement will be determined via a "best value" tradeoff process, where price and other evaluation factors will be considered. Identification of significant evaluation factors and subfactors will be duly noted within the solicitation documents, once issued. The "best value" solicitation and evaluation process will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15. The issued Request for Proposal (RFP) will set forth the requirements for responding to the solicitation, as well as all evaluation factors and subfactors. The solicitation package materials, documents, drawings, specifications, and attachments to the anticipated solicitation will be available only electronically and via FedBizOpps at www.fbo.gov. Hard copy documents will NOT be supplied by the Government to any interested parties as a result of this solicitation. Please note that the Government will not be maintaining a bidders list during the solicitation period. However, vendors are strongly encouraged to review the "Interested Vendors List" tab found on the FedBizOpps website for this solicitation. In order for interested contractors to conduct business with the Federal Government, contractors must register their firm at the System for Award Management (SAM). Contractors can access SAM for free at www.sam.gov.
