Description
The New York District Army Corps of Engineers intends to issue an Invitation for Bids (IFB) for maintenance dredging of the Shark River, New Jersey, Federal Navigation Project, with subsequent near shore placement at the Town of Avon by the Sea, New Jersey. The project consists of performing maintenance dredging within the Shark River (Interior channel), with subsequent placement of the dredged material into the northward littoral drift as an offshore berm parallel to Ocean Avenue, east of the eastern limit of the rock groins, and north of the north jetty. This material will be placed to provide a temporary, estimated 7 foot high, underwater berm under approximately 14 feet of water. The project would be dredged to a depth of 12 feet below MLW plus 2 feet allowable overdepth. Approximately 150,000 cubic yards of sand will be removed via pipeline dredge or similar plant. Placement would involve hydraulically pumping the dredged sand via pipeline along the side of the channel, either over or around the stone jetty and ending as a berm in the near shore of the Monmouth Beach. The Contractor will be required to commence work within five (5) calendar days after the date they receive the Notice to Proceed, to prosecute said work diligently and to complete the work ready for use not later than sixty (60) calendar days after receipt of the Notice to Proceed. The contractor is required to maintain a production rate of at least 2,000 cubic yards per calendar day. This procurement is being solicited as a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 237990. The business size standard is $25,500,000. The magnitude of this project is between $1,000,000 and $5,000,000. Plans and specifications for the subject project will be available to bidders on or about 1 July 2014 with bid opening on or about 31 July 2014. It is anticipated that dredging and disposal would take place within the approximate time period of October 2014 to January 2015. The media selected for issuance of synopsis, solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Paper copies of this solicitation and amendments, if any, will not be available or issued. In accordance with FAR 52.204-7 and DFARS 252.204-7007, all vendors must be registered with the System for Award Management (SAM) to be eligible for award of a contract.
