Description
The USDA Forest Service, Gifford Pinchot National Forest intends to acquire by contract watershed habitat restoration activities to improve fish habitats. Work includes logging and transporting trees, with a minimum length of 40 feet, to be used in the installation of approximately 41 structures consisting of around 460 logs. The structures will be installed in Lewis Creek. The period of performance for this project is July 1, 2014 through August 8, 2014. The location of the project is approximately 51 miles N.E. of Amboy, Washington. The project can be located by traveling northeast of Amboy on Highway 503 and continuing until the road turns into Forest Road 90. Continue for approximately 14 miles until the junction of Forest Road 25 and Forest Road 90. Stay left on Forest Road 25 for approximately 5.5 miles and turn right onto Forest Road 93. Continue on the Forest Road 93 approximately 2.1 mile and turn right onto Forest Road 9039. Continue approximately 1.5 mile on Forest Road 9039 until coming to the spur road that enters the logging unit. The logging unit is marked and continues along this spur road for several hundred feet. Access for the two Lewis River side channels will be off Forest Road 9039350. Skidders and an excavator will be expected to navigate one mile along the margins of the Lewis River to reach the top of side channel II. This acquisition is a 100% Small Business set-aside. The applicable NAICS code is 115310- Support Activities for Forestry. The corresponding size standard is $7.0 million. Offerors will be evaluated on technical capability (experience), past performance, price, and other factors. The contract will be awarded to the offeror whose submittal, in compliance with the solicitation, is the best value to the Government. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the System for Award Management (SAM) prior to award of a contract. Lack of registration in the SAM Database will render an offeror ineligible for award. SAM replaced the Central Contractor Registration (CCR) Database. Offerors may obtain information on registration and annual confirmation requirements via the internet at: https://www.sam.gov/portal/public/SAM/. A solicitation for this project will be posted to this website on or around June 6, 2014 with offers due around June 23, 2014.
