Description
This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOT A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The U.S. Army Corps of Engineers (USACE), Portland District (CENWP), has been tasked to solicit for and award a project/procurement to vectorize and/or update in Computer Aided Design (CAD) format Government furnished drawings, and make available to the Government to download. This Indefinite Delivery Indefinite Quantity contract will be procured in accordance with the Brooks Act and implemented in FAR Subpart 36.6. The official synopsis for a proposed contract action, citing the solicitation number, will be issued on Federal Business Opportunities www.fbo.gov and will provide information on what is to be submitted. The proposed project will be a competitive, firm-fixed contract. The type of solicitation to be issued will depend upon the responses to this Sources Sought. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information. Responses to this Sources Sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. The CENWP is conducting market research for an anticipated A-E service and intends to award one indefinite delivery/indefinite quantity (IDIQ) contract for a five-year period with a maximum total capacity of $5 million. The estimated minimum task order amount is $1,000 and the estimated maximum task order amount will not exceed the contract amount. The type of set-aside decision(s) to be issued, depend upon the responses to this Sources Sought announcement and associated market research. Responses are to be sent via email to Amy.A.Wong@usace.army.mil by June 18, 2014, 2 pm, local time. North American Industrial Classification Code (NAICS): 541340 (Drafting Services) Small Business Size Standard: $7.0 Million Federal Service Code: C212. The purpose of this Sources Sought is to gain knowledge of interest, capabilities, and qualifications of various members of the industry, to include the Small Business Community: Small Business, 8(a) firms, Historically Underutilized Business Zones (HUB-Zone); Economically Disadvantaged Women-Owned Small Business (EDWOSB); and Service-Disabled Veteran-Owned Small business (SDVOSB). The Government must determine whether there is adequate competition among the potential pool of responsible contractors. Small Business, 8(a), HUBZone, EDWOSB, and SDVOSBs are highly encouraged to respond. Project Description: The Contractor shall vectorize and/or update Government furnished drawings or sketches in MicroStation or AutoCAD format as requested and shall make them available for the Government to download. Electronic files in TIFF or PDF format of the drawings or sketches will be delivered to the Contractor for vectorizing. These files may also include redlines for incorporation. Existing CAD files requiring updating will be delivered to the Contractor in MicroStation or AutoCAD format with the accompanying TIFF or PDF file including the redlines. All drawings shall conform to the current USACE CAD standards that will be furnished by the Government. Unless otherwise specified, the specific CAD requirements are listed in the folder quote mark A/E/C CAD Standard Release 5.0 quote mark located at https://cadbim.usace.army.mil/cad. Order-specific supplemental CAD requirements may be included as needed. The following is a list of typical required services: 1)Vectorize an existing drawing or sketch (2D) 2)Incorporate scanned redlines in PDF or TIFF format to a vectorized drawing (2D) 3)Create a 3D model from sketches or 2D drawings 4)Provide transfer of electronic CAD files via email or FTP site as requested 5)Provide final drawings in PDF or TIFF in addition to electronic CAD files as requested Prior Government contract work is required for submitting a response under this Sources Sought. Firms response to this Sources Sought shall be limited to three pages and shall include the following information along with the technical abilities and equipment we are looking for: 1. Firm's name, address, point of contact, phone number, and e-mail address. Include your CAGE and DUNS numbers. 2. Firm's interest in responding to the Synopsis when it is issued. 3. Provide any general information on the Firm's experience/Capabilities as it pertains to the A-E services outlined in this requirement. 4. Provide up to three to five examples of similar A-E service performed within the past 3 years. Experience: Contractor must provide a brief description of similar projects, customer name, timeliness of performance, customer satisfaction and the dollar value of the project. 5. Please identify which category of small business and business size your firm falls under. Responses will be shared with the Government and the project team, but otherwise will be held in strict confidence. Interested firms shall respond to this Sources Sought no later than 2:00 pm local time on June 18, 2014. All interested firms must be registered in SAM, https://www.sam.gov and remain current for the duration of the contract to be eligible for award of Government contract.
