Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 13.105, Department of Veterans Affairs, VAMC, Syracuse, 800 Irving Avenue, Syracuse, NY 13210, intends to award a firm, fixed price contract to provide Terrazzo Flooring and installation. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number VA528-14-Q-0326 is issued as a request for quotation. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. This RFQ is being issued as a Small Business Set-aside. Submission of proposals must be in accordance with FAR 52.212-1, Instructions to Offerors, Commercial Items. The Government will award a firm, fixed-price contract to the responsible Offeror whose offer conforming to the solicitation provides the Best Value to the Government, price and other factors considered; capability of the item meeting the attached specifications. The applicable NAICS code is 442210 and the size standard is $7.0 million. This is 100% set aside for Small Business, only qualified Sellers can bid, any concern proposing to furnish a product that it did not manufacture must furnish the product of a small business manufacturer. The VA will not pay any costs incurred in preparation and submission of proposals. The Contractor shall deliver FOB Destination to the Department of Veterans Affairs, VAMC, Syracuse, 800 Irving Avenue, Syracuse, NY 13210. Proposals must also include contractor's DUNS Number, prompt payment terms, and correct remittance address. OFFERORS MUST BE REGISTERED WITH SAM PRIOR TO CONTRACT AWARD. Offerors are required to submit descriptive literature with their quote. The date for receipt of proposals is June 16, 2014 at 2:00 PM EDT. All technical and price proposals must be submitted electronically (via email) to Denise.Edmonds@va.gov. Written questions must be submitted before 12:00 p.m. Eastern Daylight Time on June 11, 2014. All responsible offerors may submit a quote which shall be considered by the VA Medical Center.
