Description
The US Army Corps of Engineers, Walla Walla District is seeking small business sources for a supply contract entitled: Little Goose Navigation Lock Downstream Gate Hydraulic Power Unit Replacement. The supplies are required at Little Goose Lock and Dam (Columbia County, Washington). This will be a firm-fixed-price supply contract. The North American Industry Classification System (NAICS) code for this project is 333996 and the associated small business size standard is 500 Employees This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. This sources-sought announcement is a tool to identify businesses with the capability and technical experience to accomplish the work. Only those firms who respond to this announcement by submitting the following information will be used in determining the type of solicitation issued and the manner of advertisement for this requirement. A) A list of current or past projects demonstrating technical experience with work of a similar nature to that listed in the Summary Scope of Work. For each project submitted, provide a brief narrative statement of the work involved, your firm's role in the project, the dollar value and the completion date. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. B)A reference list for each of the projects submitted in item A above. Include the name, title, phone number and email address. C)Provide a statement of your firm's business size (HUBZone, Service Disabled Veteran Owned, 8(a), small disadvantaged, or woman-owned) with regards to the NAICS code listed above. D)Provide a statement that your firm intends to submit an offer on the project when it is advertised. E)Cage Code and DUNS number. Your response to this notice must be received on or before 1:00 PM Pacific Standard Time on June 18, 2014. Summary of Scope of Work: The work consists of furnishing two (2) hydraulic power units (HPUs) and associated controls system that actuate each of the downstream miter gate leaves of the Little Goose navigation lock. The downstream gate is a two-leaf arched miter gate and measures 118 feet tall by 86 feet wide. Major elements of the project include: Both HPUs will be identical; the units will be fitted with proportional directional control valves equipped with on-board electronics and limit switches consisting of magnetostrictive type linear velocity displacement transducers (LVDT) and their respective programmable displacement controller (PDC). The control valves will be used to maintain a balanced actuation of each of the gates on each side of the navigation lock. To be able to achieve this balanced actuation, the valves must be able to control the HPUs in a master-slave relationship. The HPU's must be able to actuate the hydraulic cylinder (that opens and closes the gates) equally and together within plus or minus 1 inch of each other. Either of the two HPUs must be capable of being the master or the slave in the master-slave relationship.
