- This pre-solicitation notice is for an Intensive Entrepreneurship Curriculum and Service Delivery for ScaleUp America, a new initiative of the U.S. Small Business Administration, This initiative builds on the agency's core mission by supporting communities' efforts to deliver targeted intensive assistance to established high-potential small businesses and entrepreneurs that are primed for growth beyond the start-up or early stages. As will be included in the solicitation, offerors will be requested to provide a data-driven assessment of the proposed community's entrepreneurial ecosystem as it exists today and identify training, education and support gaps for high-potential entrepreneurs and growth-oriented businesses with revenues of $150-$500K. Offerors should propose an intensive entrepreneurship education and growth support program plan that provides targeted support to participating entrepreneurs in an effort to increase their ability to scale up their business and create jobs and local economic impact while at the same time, enhancing the local entrepreneurial ecosystem. Each community's ScaleUp program plan should include: 1. Entrepreneurship Education Curriculum: Delivery of a proven, existing curriculum for growth-oriented entrepreneurs and small businesses, with the curriculum focused on the unique challenges of scaling an established businesses, and allows participants to develop a growth strategy that addresses topics such as, but not limited to process, strategy, financing, marketing, human resources, leadership, contracting and market/product development plans; 2. Management Assistance & Support: On-going one-on-one support, mentoring and technical assistance, such as, but not limited to providing data-driven market research analysis, business strategy development; increasing sales and identifying strategic partners, etc.; 3. Access to Capital: Assistance and connections to growth capital, such as, but not limited to assisting with loan package preparations, organizing matchmaking events with local lenders and funding streams, facilitating business pitch events to angel and venture funds; and 4. Connections: Opportunities to build and strengthen connections and networks, such as, but not limited to instituting CEO roundtables, forming advisory boards, matchmaking events with primes and regional manufacturers/suppliers, local federally funded resource partners, etc. DETAILS OF THE REQUIREMENT: This announcement constitutes the synopsis only. This is not a current request for proposals. A solicitation will be issued as a Statement of Objectives (SOO) for services under the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. A written solicitation will be available on this website on or about June 16, 2014. This is a fair and open competition, with recommend inclusion of requirements of a small business utilization plan as discussed in FAR 52.219-9; Joint Ventures will be considered in accordance with all applicable FAR and SBA rules and regulations. The award will be for up to 14 single awards, and entities may submit for up to 7 separate proposals for seven distinct communities. Each contract will be for a base year and four option years. The base year is expected to be for a firm-fixed not-to-exceed (level-of-effort) price of approximately $150,000 to $300,000. Travel costs and event costs will be included in the negotiated firm-fixed not-to-exceed price. The proposed base performance period is September 1, 2014 to August 31, 2015. SBA intends to issue this solicitation under the North American Industry Classification (NAICS) Code is 541690, with a small business size standard of $14M. The proposals will be evaluated based on the Best Value Trade-off Selection Process. PRE-PROPOSAL WEBINAR: Prior to submission of proposals, SBA will be holding a Pre-Proposal Conference Webinar in order to provide an overview of the mission that the Office of Entrepreneurial provides on behalf of SBA, the object of this requirement and answer some questions. There will be an opportunity for interested entities to submit questions prior to the Webinar and during the Webinar using the message component of SBA's online conference system. This purpose of the conference is to promote interest and to provide clarification information to all interested vendors. The conference will be held on or around Wednesday, June 24, 2014. The Pre Proposal Conference is highly encouraged, but is not mandatory to attend this conference in order to provide a proposal. Any PowerPoints and recording of the conference will be posted after the conference as an amendment to the solicitation.
