- Description
- The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA, intends to award on an other than full and open competitive basis a five year Cost Plus Fixed Fee (CPFF) Level of Effort contract to Jacobs Technology Inc., 1599 N. Norma Street, Ridgecrest, CA 93555 to provide continued assistance with the development of a launch test complex for prototype testing and qualification of a launcher subsystem. Testing will provide data to verify the ability to achieve eject performance with modeling and simulation, as well as analyze design deficiencies to ensure the subsystem can support the overall schedule. This procurement includes developing, updating, and maintaining the Control and Data Acquisition System (CDAS), Launch Test System (LTSYS), Launch Test Stand (LTS), Launch Test Vehicle (LTV), and Launcher portions of the Concept of Operations (CONOPS); providing safety risk mitigation analysis; performing launch and arrestment simulations; developing, testing and installing the CDAS; developing installation plans for the CDAS, LTSYS, LTS and LTV; ensuring compliance with the Interface Control Documents (ICDs) for the CDAS, LTSYS, LTS and LTV; providing Earth Based Arrestment (EBA) media; developing the test site maintenance and sustainment plans for the LTC project; and maintaining the LTC complex; providing maintenance, modifications and repairs for the CDAS, LTS, LTV, Launcher and LTC complex. The solicitation or Request for Proposal (RFP) will be posted on the Navy Electronic Commerce Online website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://www.fbo.gov/ on or about 2 July 2014. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. This notice of intent is not a request for competitive proposals; however, any firms believing they can fulfill the requirement of providing the services identified above for the LTC project may submit a written response, which shall be considered by the agency. The written response shall reference solicitation number N68936-13-R-0069 and clearly show the firms capability, background, experience and assets necessary to perform the required work mentioned above without compromising the quality, accuracy, reliability, and critical path schedule without any delays.
