Description

Request for Information Security Information and Event Management (SIEM) Solution The United States Department of Veterans Affairs' (VA) Technology Acquisition Center is seeking sources to provide a Security Information and Event Management (SIEM) solution. The proposed SIEM solution will support Network and Security Operations Center's (NSOC) mandate to manage, protect and monitor the cyber security posture of the entire VA Enterprise. This SIEM solution will augment NSOC's ability to perform analyses of cyber security events; maintain detailed logs and databases of VA cyber security incidents and responses; and generally perform the full range of functions across the spectrum of activities relating to incident management and response, vulnerability scanning, event correlation and analysis, audit log analysis, patch distribution and remediation planning. The solution will centralize network and security event information from the security event log aggregator. Please see draft Performance Work Statement attached. This is a Request for Information (RFI) only. Do not submit a proposal or quote. It is requested that all companies interested in participating in this effort please note their interest and submit a capability statement demonstrating their ability to meet this requirement and a Rough Order of Magnitude (ROM). This RFI is for planning purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and Performance Work Statement. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Submissions are due NO LATER THAN June 6, 2014 at 12:00 P.M. EST via email to the Contract Specialist, Kristine Callaert at Kristine.Callaert@va.gov AND Contracting Officer, Carolyn Klein at Carolyn.Klein@va.gov. Note: Items/Services offered shall contain sufficient detail to evaluate compliance with the requirements described in the DRAFT Performance Work Statement and applicable DRAFT Attachments thereto. This may include product literature, or other documents, if necessary. **The Government requests that Offerors provide the following in their responses: 1. Complete the table in DRAFT Performance Work Statement at Section 5.4.1, System Requirements, to indicate whether the proposed product/solution meets or does not meet the requirements set forth. 2. A BRIEF Capability Statement detailing the ability of the Offeror to complete described in the DRAFT Performance Work Statement and applicable DRAFT Attachments thereto. 3. A Rough Order of Magnitude to complete the described in the DRAFT Performance Work Statement and applicable DRAFT Attachments thereto.
