The Federal Aviation Administration (FAA) Airport Safety Research and Development (R&D) Section ™s Aircraft Rescue and Firefighting (ARFF) Research Program evaluates new technologies for increasing post-crash fire survivability on aircraft and determines methods to increase the performance capabilities of ARFF vehicles. In the last 5-10 years there have been new firefighting systems, technologies, and concepts entering the general firefighting industry and changing how firefighters strategize, tactically extinguish fire, and effectively perform their jobs. New compressed air foam system (CAFS) technology has shown promise in the structural and wild land firefighting industry. United States airports have inquired to specify similar systems for ARFF emergency response, however they are not identified or quantified in the large Class 4 and 5 vehicles in the Federal Aviation Regulations - Part 139, Advisory Circular (AC), Guide Specification for Aircraft Rescue and Fire Fighting Vehicles (AC 150/5220-10E), or National Fire Protection Association (NFPA) 414 Standard for ARFF Vehicles. Through limited industry research and testing, CAFS have exhibited some improved firefighting capabilities and characteristics over traditional firefighting systems. However, there has been very little scientific documentation on performance comparisons, and no standards for CAFS operations for ARFF. The FAA Airport Safety R&D Section is conducting a market survey of ARFF original equipment manufacturers (OEM) for the procurement of a custom ARFF vehicle that will be used to meet FAA research objectives for CAFS testing and evaluation. This market survey is not a Screening Information Request (SIR) or a Request for Proposal (RFP). The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. At this time, the nature of the competition has not been determined. The results of this survey will be used to determine whether adequate competition exists to meet this requirement. The FAA will require a Class 5 ARFF vehicle with a high reach extendible turret with firefighting system equipment, performance specifications, and capabilities that are not necessarily within the current FAA AC 150/5220-10E and NFPA 414 standards. The ARFF vehicle ™s chassis and vehicle operational performance is to comply with all FAA and NFPA standards. The OEM ™s experience and history manufacturing ARFF vehicles with CAFS as a primary discharge is a critical factor to the FAA during this market survey. The FAA is interested in OEMs that have manufactured and delivered Class 4 and 5 ARFF vehicles to airports with CAFS as the primary discharge of extinguishing agents. The FAA cannot accept a prototype vehicle. This market survey is to determine if an OEM can meet the following FAA R&D requirements in the production of an ARFF vehicle: An OEM of ARFF vehicles with a minimum of 5 years manufacturing, installing, and delivering CAFS as the primary discharge of extinguishing agents on Class 4 & 5 ARFF vehicles to airports. A vehicle that can comply with current FAA AC 150/5220-10E (10E) and NFPA 414 standards with the exception to the agent delivery system. If original equipment manufacturer (OEM) cannot comply or wants to propose something different than what is in the standard, the OEM must indicate the standard(s) and the proposed alternative with substantiation. A vehicle equipped with a HRET with aircraft skin penetrating nozzle. A vehicle equipped with a High Flow Low Angle Bumper Turret A CAFS with the following requirements: o Capability for the vehicle ™s firefighting system to be operated to both NFPA 414 standards and performance parameters, and the ability to activate the system to use compressed air foam (CAF). o A CAFS that uses stored air for at least 1 water tank capacity. o Equipped with an onboard air compressor system to re-service the stored air for the CAFS. Method for accomplishing this must be described by the OEM. o Capability to increase and decrease the air pressure and volume of the CAFS discharges. o Ability to discharge CAF out the following vehicle discharges: ¿ HRET, High Flow Low Angle Bumper Turret, and minimum of 1 pre-connected hand line ¿ Capability to vary the water flow (gallons-per-minute) out of the discharges when using CAFS. A vehicle must be equipped with structural panel A vehicle with water flow meters and gauges that monitor the following vehicle discharges: ¿ HRET, High Flow Low Angle Bumper Turret, and pre-connected hand lines Vehicle equipped with a dry chemical system as per NFPA 414 standards with entrainment nozzles An electric foam proportioning system A 3000 gallon water tank capacity o A change of water tank capacity may be considered with substantiation Responses to this market survey do not require vehicle specifications for bidding or pricing. However, the FAA does require detailed information, photographs, and diagrams on the requirements listed above. Indicate the number of years the OEM has been manufacturing and installing CAFS as the primary discharge on Class 4 and 5 ARFF vehicles. Provide a list of the airports, number of vehicles, and information about those vehicles. Include detailed information about how the CAFS functions, components of the system, specifications, performance parameters, R&D requirements listed above, etc. The principle North American Industry Classification System (NAICS) code anticipated for this effort is 336120, Special purpose highway vehicles (e.g., firefighting vehicles) assembling on heavy chassis of own manufacture, with a small business size standard of 1,000 employees. In addition to providing information about meeting the FAA ™s requirements, all interested vendors must submit the following: 1. Completed Business Declaration Form, and any SBA certification letters (if applicable) 2. Comments concerning the Market Survey are welcome and optional. The FAA will consider all comments received.
