- LSJ No. FY14-0195 REDACTED The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Domestic Nuclear Detection Office (DNDO) Acquisition Division (AD), intends to limit the number of sources solicited when extending Task Order HSHQDC-13-J-00032 for an additional two (2) months on a basis of other than full and open competition for Science, Engineering, and Technical Assistance (SETA) support services. Task order HSHQDC-13-J-00032 was competitively solicited and awarded under DNDO multiple award Blanket Purchase Agreement (BPA) HSHQDC-11-A-00029 to Schafer Corporation (Schafer), using the ordering procedures at FAR 8.405, on January 8, 2013, with a twelve (12) month base period. The total award amount is $3,898,564.36. DHS has a requirement on a limited source basis to provide continued services while in the process of re-competing these SETA support services at an estimated cost of $480,000.00. The two (2) month extension is through July 31, 2014. This acquisition is being conducted under the authority of the Multiple Award Schedule Program in accordance with FAR 8.405-6, 'Limiting sources.' In accordance with FAR 8.405-6(a)(1)(i)(C), the circumstance restricting competition for this acquisition is that this procurement is being conducted in the interest of economy and efficiency as a logical follow-on to an original Federal Supply Schedule order, HSHQDC-11-A-00029/HSHQDC-13-J-00032. The original award was competitively solicited and awarded under the DNDO multiple award BPA for SETA support using the ordering procedures at FAR 8.405. It is necessary to limit competition for new work described in Limited-Sources Justification (LSJ) No. FY14-0195 as a logical follow-on because continued delivery of SETA support services over the period of the extension is required to ensure that DNDO projects and initiatives that are currently supported by the incumbent remain on schedule while the re-compete is being conducted. The additional two (2) months of service will provide time for the new procurement to be completed and for a transition to occur between the current order and the replacement order. FAR 52.217-8, 'Option to Extend Services' was included in the order at the time of award, but the estimated value of the option was not evaluated or accounted for in the task order ceiling price. Further, exercise of the option must be appropriately justified under the authority of FAR 8.405-6, as documented in LSJ No. FY14-0195.
