- Description
- The United States Coast Guard (USCG) Research and Development Center (RDC) intends to release Request for Proposal (RFP) number HSCG32-14-R-R00013 for the procurement of professional Integrated Design, Test & Evaluation (IDT&E) Services in support of the major missions of the USCG which traditionally fall under Research, Design, Test & Evaluation (RDT&E) programs. The purpose of this procurement is to obtain professional Integrated Design, Testing and Evaluation (IDT&E) services to support Research & Development (R&D) efforts across all functional areas at the USCG Research & Development Center (RDC). Tasking may include IDT&E for any or all of the following RDC functional areas: Acquisition Support & Analysis, Aviation, C4ISR, Environment & Waterways, Surface, and Modeling & Simulation. Specific tasking within these functional areas will include test demonstrations, design and planning, data collection, data management, data analysis, test demonstration logistics and execution, and prototype design and fabrication This procurement is being solicited using full and open competition. It is anticipated that the solicitation will result in one or more Cost-Plus-Fixed-Fee (CPFF), Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts. Task Orders under the contract will be issued on either a term or completion form basis. The resultant contract will have a five-year period of performance. The award decision will be made using a trade-off evaluation. Evaluation criteria include; Technical Approach, Management Approach, Staffing, Past Performance and Cost. Award(s) will be made to the responsive/responsible offeror(s) that offer the best overall value to the Government. The estimated level of effort over the five-year period of performance is 184,500 hours. The NAICS code for this procurement is 541712; Small Business Size Standard is less than 500 employees. To be eligible for award, offerors must be registered with the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM. It is anticipated that the solicitation will be available at Federal Business Opportunities (FedBizOpps) at www.fbo.gov on or about 6/17/2014. Proposals will be due forty five days after solicitation. Paper copies of the Solicitation will not be issued.
