- justification Statement of Work - THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Department of Health and Human Services (HHS), Office of the Secretary (OS), Assistant Secretary of Preparedness and Response (ASPR), Office of Acquisitions Management, Contracts and Grants (AMCG) seeks to award a sole source award to the American Burn Association (ABA), National Burn Repository (NBR), 311 S Wacker Drive, Suite 4150, Chicago, IL 60606, to assist with an estimate the integrated cost-of-care for treatment of full- and partial-thickness thermal burn injuries by body surface area and location on the body under conventional treatment protocols. Integrated cost-of-care includes all treatment costs in an in-patient burn care center. This data will be used as one of several reference criteria for the development of burn treatment products in a large-scale public health emergency. The North American industry Classification System (NAICS) code for this acquisition is 813920 and the size standard is $14M in revenues. The Government intends to solicit and negotiate directly with the American Burn Association. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement (See Item # 3c of the attached Sole Source Justification to determine ability to perform. Ability to meet ALL listed "Essential Capabilities" is required to be considered capable). A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email to forest.crumpler@hhs.gov. No faxed documents will be accepted. If no responsive statements are received by 6/9/14 at 1 PM EST, an award will be made to the American Burn Association.
