Description
The Centers for Disease Control and prevention intends to award a sole source firm fixed price purchase order to National Bureau of Economic Research for acquition of analytical services to access the reproductive health impacts of Moving to Opportunity (MTO), a major randomized social experiment sponsored by the U.S. Department of Housing and Urban Development. Research suggests that unfavorable socioeconomic conditions experienced at the community levels contribute to poor reproductive health outcomes in the United States. However, this research has been observational; there is no data using data from a randomized cohort of individuals undergoing an intervention addressing social determinants of health. This analysis will be designed to evaluate the reproductive health impacts of a randomized, longitudinal housing-mobility experiment. This analysis addresses CDC Winnable Battle Teen Pregnancy and National Prevention Strategy strategic directions (Healthy and Safe Community Environments) and priorities (Reproductive and Sexual Health), as well as Healthy People 2020 Maternal and Child Health indicators. Pregnancy and birth outcomes are systematically underreported in survey data. Therefore, in order to generate an unbiased estimate of the impact of the MTO program on reproductive health outcomes, data linkage with vital records is the gold standard for evaluating reproductive health outcomes on a population. The National Bureau of Economics (NBER) is the nation's leading nonprofit economic research organization. Twenty-two Nobel Prize winners in Economics and thirteen past chairs of the President's Council of Economic Advisers have been researchers at the NBER. NBER is the agency primarily responsible for the development of the research design and analysis for the MTO demonstration. This includes the interim and final reports for HUD as well as peer reviewed publications on outcomes which include adult and child physical and mental health, child educational achievement, youth delinquency and risky behavior, and adult and youth employment and earnings. NBER has extensive experience linking MTO data with a wide variety of administrative data sources including educational, labor and criminal justice records. Therefore, they are intimately familiar the MTO data and have developed the programming codes necessary to link with other sources of data and estimate treatment effects. In addition, NBER is the only holder of the original MTO data files with identifiable information. The identifiable MTO data that NBER holds is needed to link participants to vital registry records in order to fully evaluate reproductive health impacts including adolescent fatherhood, preterm and low birth weight births. Vital records registries routinely release vital statistics data for linking for approved research purposes. The purpose of this contract is to match vital statisitics data to the female and male adult and youth particpants in the MTO study from 1994 to 2012 and subsequently evaluate the impact of a housing mobility experiment on reproductive health outcomes. A required task would be to submit necessary proposals state vital records registries to obtain release of vital records data for data linkage. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fourteen (14) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
