Description
LPS Loss Mitigation Loan Level Data Collection OCC Field Definitions Description This Request for Information (RFI) is issued solely for informational and planning purposes and does not constitute an Invitation for Bids (IFB), Request for Proposal (RFP), or Request for Quotes (RFQ). Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Those who respond to this RFI should not anticipate feedback concerning its submission other than acknowledgement of receipt - IF the submitter requests a confirmation of receipt. This RFI does not commit the Government to contract for any supply or service. The Office of the Comptroller of the Currency (OCC) is not seeking proposals at this time. Additionally, the Government will not provide reimbursement for any information that may be submitted in response to this RFI. Respondents are solely responsible for all expenses associated in response to this RFI. Note that responses should not take the form of a proposal and will not be understood as such. The information provided in this RFI is subject to change and is not binding on the Government. Background This notice is hereby released for the purpose of obtaining a unique customer ID to add to the loan level data collection currently conducted by the OCC. OCC currently collects residential mortgage servicing data and home equity servicing data from certain large institutions OCC supervises. The data allows us to identify a unique loan for each institution and track the loans' performance through the loan's life cycle. The institutions submit their data on a monthly basis through a data aggregator. OCC also collects credit card performance data from certain large banks under OCC's supervision. The banks submit their data on a monthly basis to the data aggregator. The data contains the performance history of individual credit card account for each bank. In addition to the account level data, the vendor provides credit attribute data provided by a credit bureau for every credit card account in the OCC collection. The residential mortgage collection includes approximately 30 million loans per month which enables the OCC to conduct research on credit risk at the loan level; however, it does not advance our understanding of customer level default risk. To do so, the OCC needs a unique customer ID to construct data sets that aggregate the loan-level data provided by the banks to the customer level. The OCC's current collections do not include personal identifiable information (PII) nor shall the provision of a unique customer ID provide PII. This customer ID should allow us to track the total exposure to an individual customer across different institutions, across different asset classes, and over time. In addition, this customer ID should be anonymized using the data already provided by banks to avoid leaking personal identifiable information and minimize the burden on our supervised banks. Interested vendors are requested to provide the following information: 1. Has your company provided services to establish a customer/borrower ID through statistical/mathematical algorithms? 2. Does your company have an existing relationship with a credit bureau? 2a. If so, please describe the relationship. 3. What information would you need to propose an optimal solution that addresses costs, algorithm methodology, data quality, and data integrity? 4. What type of transition plan would you suggest to protect the confidentiality of the algorithm if the OCC decides to bring the work in-house or have a different third party perform the work? 5. Do you think 541720 is the most appropriate NAICS for this requirement? How to Respond Information provided in response to this RFI must be submitted no later than June 17 at 10:00 AM ET. Responses shall be sent to Margaret Tse at Margaret.Tse@occ.treas.gov in MS Word or Adobe Acrobat formats. The email should include the following subject heading: "Response to Customer ID RFI." The email shall include the company's name, and the name, phone number, and email for a point of contact who has the authority and knowledge to clarify responses with Government representatives. Proprietary information, if any, should be minimized and must be clearly marked. Responders are encouraged to avoid use of excessive marketing lexicon, submission of fancy brochures, and other unnecessary sales literature.
