- Description
- The Naval Air Systems Command (NAVAIR) intends to issue a delivery order under Basic Ordering Agreement N00019-14-G-0004 with Sikorsky Aircraft Corporation (SAC) on an other than full and open competition basis. The delivery order will provide for the Non-Recurring Engineering (NRE) necessary to analyze the mounting and electrical provisions for the Aircraft Ship Integrated Securing and Traversing (ASIST) system for retrofit incorporation onto the MH-60R aircraft. Logistics and Program Management NRE are also included within the scope of this effort. This acquisition is in support of the FMS Australia MH-60R program. SAC is the sole designer, developer, and manufacturer of the MH60-R helicopter and therefore the only source with the prerequisite knowledge, experience, and technical data necessary to provide the Engineering Analysis and associated support. SAC is the only source that can provide the above supplies and no other supplies will satisfy the program requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
