Description
The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 13.106, with Quanterix for a Simoa HD-1 analyzer. The Simoa HD-1 analyzer has an immunochemistry platform for measuring ultra-trace chemicals in biological matrices such as blood, breath condensate, and urine. The EPA?s Office of Research and Development (ORD), National Exposure Research Laboratory (NERL) will utilize this instrument for the Chemical Safety for Sustainability (CSS) research starting in fY15 (October 1, 2014) related to the Adverse Outcome Pathways project (CSS AOP l.lc Taxonomic Relevance and CSS AOP 2.2 a Effects Based Surveillance). Specifically, the research needs to detect and identify messenger proteins and biomarkers including, but not limited to liver injury markers, kidney injury markers, inflammatory markers and allergenic markers in human and mammalian (mouse/rat) matrices. The revised CSS Adverse Outcome Pathways project requires researchers to reach low detection limits with their instrumentation and the ability to detect new or "unknown" markers to elucidate mechanistic pathways. The required instrument should be able to measure trace level response markers in biological matrices as well as low level exogenous target chemicals. The following are nee ded instrument capabilities: I. Sensitivity levels of picogram (10 ?12) to femtogram (10 ?15) per ml or the equivalent of map arrays containing more than 200,000 wells with the ability to digitally analyze each well for a single molecule. The sensitivity should be similar to results from polymerase chain reaction (PCR) instruments. 2. Automation of wet-chemical immunochemistry development steps (washing/rinsing/coating) to minimize user error and optimize throughput. The lower the amount of material that needs to be detected; the more critical the reduction of potential method errors. 3. The capability of developing customized assays using provided reagents from the vendor. EPA has identified Quanterix as the only manufacturer with proprietary single molecule array technology on a bench-top instrumentation capable of ultra-trace analysis comparable to PCR with full automation, and the flexibility for future customized assays. It is also the only known system to offer full automation of all steps including rinsing and processing. Automation of all steps including rinsing and processing is critical for the reduction of the overall method uncertainty. Additionally, the Quanterix system not only provides the required high-throughput automation but also the flexibility to customize assays for which no prepackaged assay kits exist. The lower the amount to be detected, the higher the method certainty needed. The Quanterix system is the only system that offers automation of every single step including the rinsing and processing. This procurement will be accomplished under FAR Part 12 Commercial Procedures. It is our intent to award a single fixed price purchase order. Interested firms may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
