Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with Shirley Turner; Gaithersburg, MD, on a sole source basis under the authority of FAR Subpart 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements, to purchase technical support to the National Voluntary Laboratory Accreditation Program (NVLAP) for the TEM Proficiency Testing (PT) program. NIST has been involved in asbestos related programs since the late 1980s. During this time NIST has been active in the development and ongoing efforts in the U. S. asbestos program through the development of standards and methods for the analysis of airborne asbestos. NIST has been working with NVLAP to maintain a viable PT scheme for the analysis of airborne asbestos. This activity involves working with the NVLAP Asbestos Program Manager to review laboratory data from the current program and to recommend changes where appropriate. The NVLAP program assesses various laboratories to maintain certain accreditations. These laboratories also undergo PT every so often. This PT is performed by a third party, not NIST. NVLAP has an agreement for the third party to send data from the PT to NVLAP every so often. Every few years this data needs to be analyzed. For years a former NIST employee, Dr. Shirley Turner, performed this analysis for NVLAP. She was the only person who performed this data analysis for NVLAP. This requirement is to contract with Dr. Turner to perform the necessary data analysis on the PT data of numerous laboratories. Dr. Turner is the only person who has any experience performing this type of work. This requirement happens so infrequently (the last one was 5 years ago) that NIST has not trained or hired a new person for this work as it would not be in the best interest of the Government's money and time management. Dr. Shirley Turner is uniquely qualified to perform this requirement because she possesses experimental and theoretical background in airborne asbestos sampling and analysis by analytical-electron- microscopy-based electron and x-ray diffraction. She brings with her over 20 years of experience in analytical electron microscopy, electron and x-ray diffraction, electron beam microanalysis, and statistical analysis techniques. This experience cannot be matched by anyone else at this time. It is important for program continuity that Dr. Turner continues to perform these functions for the NVLAP airborne asbestos analysis proficiency testing program. This is not follow on work. Dr. Turner is the only qualified individual that has the capabilities and necessary experience to perform this work The NAICS Code is 541690- Other Scientific and Technical Consulting Services with a size standard of $14.0 Million. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Shirley Turner for this requirement in the 3rd quarter of fiscal year 2014. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
