Description

This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research Institute of Chemical Defense (MRICD) intends to buy a Bravo Liquid Handling Platform manufactured by Agilent Technologies on a brand name only basis as prescribed in FAR 6.302-1(c)(1). Specifically, the government will purchase the following items manufactured by Agilent Technologies from the manufacturer or one of its authorized distributors for high throughput permeability assays within the absorption, distribution, metabolism, and excretion (ADME) center of excellence (CoE). Bravo Liquid Handling Platform for Standalone, Item#: G5523A Custom Plate Nest for Thermal Station, Item#: GS498B#017 Peltier Thermal Station for Bravo, Item#: GS498B#035 96LT 96-Barrel Disposable Tip Pipette Head, Item#: GS498B#042 Bravo Risers, 146 mm, Item#: GS498B#055 96LT 250ul Tips, Case of 50, Item#: 19477-002 Equipment Installation & training The items listed above are needed at the ADME CoE at MRICD which is currently utilizing an Agilent Technologies Bravo Liquid Handling Platform for high throughput hepatotoxicity assays which was purchased in fiscal year FY12. By purchasing the same liquid handling platform, MRICD can maintain research continuity by allowing these assays to use interchangeable equipment and maintaining capabilities to run both assays in high throughput without interference. Additionally, the purchase of the new Agilent Technologies Liquid Handing Platform will allow full integration of the components (such as the VWorks automation control software and tip pipette heads) and will allow for increased walk-away time and higher throughput. Therefore, the Agilent Technologies brand Liquid Handling Platform is specifically required and is the only item that can satisfy the Government's requirement due to compatibility concerns and to limit both the operational and consumable costs associated with purchasing a new liquid handling platform. As this is a brand name only requirement, only Agilent Technologies and its authorized resellers will be considered for award. The North American Industry Classification System (NAICS) for this requirement is 334516 and the size standard is 500 employees. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the solicitation will be issued as brand name only.
