- The Philadelphia Division, Contracting Department of NAVSUP Fleet Logistics Center Norfolk intends to solicit and negotiate a sole source acquisition with only one source, Syracuse University, under the authority implemented by FAR 13.106-1. The Philadelphia Division, Contracting Department of NAVSUP Fleet Logistics Center Norfolk intends to issue a Modification under Contract N00189-12-C-Z047 with Syracuse University S.I. Newhouse School of Public Communications for this requirement. This Sole Source Justification is for a proposed modification to add two (2) additional photojournalism students to the final option year of the current contract for accredited, residential, graduate-level instruction in Advanced Navy Visual Journalism in the areas of photojournalism and motion media from Syracuse University, in support of CHINFO. The Department of Defense is in the process of preparing a requirements package to compete a new contract for these services to start in Academic Year 2015-2016. Rather than solicit the same services for two students, resulting in overlapping requirements, it is recommended that the additional students be added to the existing contract via modification in conjunction with the exercise of the existing contract ™s final Option period. The new contract will meet the full DoD training requirement of 32 students, inclusive of the eight students under the current contract and the two students proposed under this modification. The nature of the training is specialized, requiring knowledge of both commercial and military practice and the limitations imposed by both public law and military regulation. Any future offeror that cannot provide the full spectrum of military training that is provided by the current contractor will have to accept additional documentation from the Department of the Navy, either train existing instructors or hire qualified instructors, and submit to on-site monitoring of the course of instruction to ensure that all standards are met. Because of the highly technical nature of the curriculum in regards to both the commercial and military aspects, any new offeror ™s curriculum would need to be approved so that it complies with meeting the requirements of the Navy ™s strict photojournalism certifications. Any delay extending the start-up date beyond 01 July 2014 would result in an inability for students to register in time for the upcoming academic year. In addition, a starting date of later than 1 July 2014 would jeopardize the availability of PCS funding and could delay the program by a full calendar year. This would further delay the training and qualification of photojournalists for critical positions, exacerbating the current under-manning and directly impacting operational readiness. The current contract holder, Syracuse University has a proven track record, is performing in a satisfactory manner, and has the capability and capacity available to handle two additional students. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. To challenge this sole source synopsis, vendors shall submit capability information by 9 June 2014 to Joseph Haviland via email at joseph.haviland1@navy.mil. A determination by the Government not to compete the requirement is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for the information received in response to this notice.
