Description
The Department of Interior, National Park Service, Fossil Butte National Monument, located in southwest Wyoming, is looking for interested sources for exhibit development, planning, design, fabrication, and installation two (2) Eocene diorama exhibit cases and their contents. Fossil Butte National Monument (FOBU) preserves, protects, and interprets Eocene fossils of the Green River Formation and their geologic context. The fossils are preserved as compressions on flat limestone slabs. While aesthetically pleasing the fossils are difficult for some people to visualize in three dimensions. The project will fabricate and install two permanent dioramas that will fill the space between the full-color, life-size images in the mural to the exhibit case holding fossil plants. Each diorama is adjacent to a different part of the mural and will bring the 2-D mural landscape, water and animals into the 3-D diorama. New fossils are found in Fossil Lake sediments every year. In order to present the most accurate and up-to-date exhibit of the Eocene world, the diorama will have elements that are changeable thus providing flexibility to change feature fossils at the front of the case and their 3-D counterparts in the diorama. What new specimens will be discovered cannot be predicted, but their general habits and behaviors can be presumed and the diorama design will incorporate hidden mounting places for different plants and animals that climb, fly, swim, and walk. The design of the diorama must allow monument staff to easily change the fossils and diorama elements with common, non-motorized hand tools. The dioramas will show in 3-D what the Eocene world looked like as we know it from the geology and fossils of Fossil Lake. This project meets goals set forth in the monuments Long Range Interpretive Plan to interpret the ancient ecosystem and more fully meets the monuments legislated mission to interpret scientific specimens. This task provides all design-build exhibit services including comprehensive research and information necessary for exhibit development, planning, design, fabrication, and installation of two Eocene Dioramas at FOBU. Work also includes coordinating with park staff through the Contracting Officers Representative (COR) to integrate the exterior design and fabrication with building and existing exhibit design, and to ensure functionality of adding and changing diorama elements by FOBU staff for the life of the exhibit. Tasks included in this project are: Pre-Design phase, Schematic Design phase, Design Development phase, Pre-Production, Production, Installation, and Closeout and Warranty phases of work, and Acquisition of all custom elements including, but not limited to, diorama elements, specialty hardware and/or mechanical devices. The following specific elements will be included: diorama exhibit cases, exhibit sound and lighting, animal models, plant models, geology models, water models, and trace fossil models. The NAICS code for this procurement is 712110, with a size standard of $25.5M annual receipts. Contractors of all sizes having the capabilities necessary to meet or exceed the stated requirements are invited to provide company information in the format of a narrative that demonstrates technical understanding, past performance and experience to Molly McSwain, Contract Specialist at: molly_mcswain@nps.gov, phone number 307-739-3669. Responses should include the following information: company name, address, point of contact, phone number, socio-economic status (Service Disabled, 8(a), etc), provide DUNS number, state if/if not registered in SAM. All relevant input is encouraged. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited; no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. The Government reserves the right to consider a small business, 8(a) or any other set aside arrangement as deemed appropriate based on the response for this notice.
