- Description
- RFQ The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Eastern Region (ER), Weather Forecast Office (WFO), has a requirement for their Upper Air Observation program in Raleigh, North Carolina. The Request for Quote (RFQ) is attached to this notice under solicitation number EA-133W-14-RQ-0500. All proposals are due not later than June 12, 2014 (4:00 PM - Central Time). The offerors shall submit their questions 3 calendar days after the issuance of the RFQ. Telephonic requests for the solicitation will not be honored. The Award will be made to the quoter whose quote meets all Statement of Work and solicitation requirements and is judged to be the best value, by an integrated assessment of price and other non-price evaluation factors as identified in the solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be based on the lowest price technically acceptable submission. To be technically acceptable the submission shall meet all SOW requirements and past performance shall be Satisfactory or above. The Government intends to award a Lowest Price Technically Acceptable (LPTA), firm fixed-price contract on an all or none basis. The following factors listed in descending order of importance shall be used to evaluate offers: i.Technical Capability 1.Key Personeel Experince and Qualification; 2.Past Performance; ii.Price This acquisition is being issued and will be awarded as a firm-fixed price contract under simplified acquisition procedures. This is a 100% Set-Aside for Small Businesses. All responsible sources may submit a quote which shall be considered by the agency. To be eligible for award, offerors must be registered with the System for Award Management (SAM): www.sam.gov, and obtain (and provide with the offer) a DUNS number by calling 1-800-333-0505. The North American Industry Classification Code System (NAICS) code for this procurement is 541990 and the small business size standard is $14 million dollars. No Defense Priorities and Allocations System (DPAS) rating assigned. Copies of the solicitation will only be posted on FEDBIZOPPS webpage www.eps.gov.
