- Description
- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Eastern Region (ER), Weather Forecast Office (WFO), has a requirement for their Upper Air Observation program in Raleigh, North Carolina. The NWS WFO at Raleigh, NC conducts an upper air observation program at the Weather Service Contract Meteorological Observatory (WSCMO) in Greensboro, North Carolina, which meets a variety of needs and serves a variety of users. Upper air observations are taken and coded for the operational use of meteorologists and hydrologists, as well as for international dissemination. The objective of this requirement is to continue the upper air observation program currently being conducted at the Greensboro, NC Upper Air facility in such a manner that the highest possible quality data is available to the program's many users. The resulting contract will have a period of performance totaling five (5) years. The base period of the contract is July 1, 2014 to June 30, 2015, with four one-year option periods, consecutively occurring after the base period. The exercise of any option periods are at the discretion of the government. The Government anticipates awarding a firm fixed price contract based on lowest price technically acceptable with past performance being Satisfactory or above. The Government intends to award a Lowest Price Technically Acceptable (LPTA), firm fixed-price contract on an all or none basis. The solicitation will be competed as a 100% total small business set-aside. The North American Industry Classification Code System (NAICS) code for this procurement is 541990 and the size standard is $14 million dollars. All responsible and fully responsive small businesses may submit a proposal which will be considered by the agency. Any resulting contract will be awarded as a fixed-price contract. A Request for Quote (RFQ) solicitation will be made available for download on or about June 3, 2014 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. Interested parties should use the FedBizOpps ["Add To Watchlist"] and ["Add Me To Interested Vendors"] features which provide a notification when the Request for Quote (RFQ) becomes available for download. These features also inform interested parties of all postings of information associated with this solicitation thereafter. Each potential offeror is responsible for checking the FedBizOpps website to gain all current information related to the solicitation. Hard copies of the RFQ will not be issued. Electronic submission of the contractor's proposal is hereby authorized, but must be transmitted by the posted response date and time. The solicitation and any further announcements regarding the solicitation will be posted only at http://www.fedbizopps.gov/. The estimated response due date is 12 June 2014; however, the actual date offers are due will be stated within the solicitation documents.
