- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The government intends to enter into a commercial contract for an air compressor system installation to include labor. This acquisition is 100% Small Business Set Aside according to FAR 52.219-6 - Notice of Total Small Business Set-Aside. Line Item Description: 0001 Installation Material - Installation of an existent air compressor unit (Government Furnished Equipment) inside a cage. Run new galvanized pipes to supply adjacent shop. Install a T connector and dig a trench to the front shop and run quote mark pipes underground to the 4 required locations. Run new electrical feeder from the panel to the cage to supply the required 200 Amps to the compressor. Connect and test for operation. Offeror shall provide transportation, delivery and installation, billing and other components considered normal business. Material costs shall be included in proposed price. Further specification and details will be given during mandatory site visit. 0002 Installation Labor Place of Performance: FMS 9 Building 342 Fort Allen Juana Diaz, Puerto Rico 00795 This action is being procured as a 100% Small Business Set-aside. The North American Industry Classification System (NAICS) code for this work is 333912. The small business size standard in number of employees is 500. The Government intends to award a contract resulting from this RFQ to the responsible offeror whose offer conforming represents the lowest price technically accepted, price and other factors considered. Evaluation factors include technical (ability to perform), past performance, and price. The Government intends to award without discussions. All responsible sources may submit quotes which shall be considered. Quotes may be emailed, faxed or hand delivered. Paper copies will not be made available. A repository will be provided for hand carried proposals and located at USPFO for Puerto Rico, Building 540, Borinqueneer Road, Fort Buchanan, PR 00934-4069. Hand carried proposals must be deposited in the repository prior to the time established for receipt of proposals. Offerors are cautioned that approval to enter the base may take several hours to be issued. Delays are probable at the entry point and should be accommodated for. Late receipt of proposals due to base entry delays and regular mail delivery delay may not be deemed excusable and the Contracting Officer may declare the proposal late and remove it from consideration.
