- OSC Capabilities Investment Plan Over the next five years, the Transportation Security Administration's (TSA's) Office of Security Capabilities may invest $2.2 billion in technologies, infrastructure and capabilities to secure the Nation's transportation system. These investments range from funding test beds in mass transit locations, to developing innovative new technologies for threat detection, to procuring equipment for airport screening including baggage handling systems. These investments will support TSA's ongoing transformation to a risk-based counter terrorism organization. OSC developed this investment plan to help stakeholders understand the agency's direction and align their own investments and product development initiatives accordingly. This plan intends to provide a cohesive vision for the development and successful transition of technology and security solutions. TSA and the DHS Science & Technology Directorate (DHS S&T) define Research & Development (R&D) goals and objectives to closely align investments with TSA mission needs in an effort to drive tangible solutions and innovations in transportation security. This plan identifies priority areas for TSA's security capability investments and principles for executing against the plan. Furthermore, it organizes TSA's priorities into the following five strategic capability investment areas: • Aviation Threat Detection • Real Time Threat Assessment • Integration and Flexibility • Systems Engineering and Governance • Intermodal Threat Detection OSC plans to focus spending on capabilities that enable its mission, improve security effectiveness, lower mission costs, drive operational efficiencies, and spur breakthroughs in new security-related capabilities. OSC will balance the pioneering and crosscutting work that provides the technological foundation for their future success with the near-term, immediate technology demands of specific mission needs. This investment plan is also a step to foster a renewed dialogue with industry stakeholders. OSC will review this plan with industry stakeholders on a semi-annual basis to update priorities and inform alignment with industry, incorporate advancements in science and technology development, and respond to evolving risk-assessments and threats. This initial document aims to encourage collaboration and generate new ideas and areas for refinement but does not encompass all agency-wide investment pursuits.
