Description
The Mission and Installation Contracting Command - Fort Jackson, South Carolina intends to solicit offers for General Fund Enterprise Business System (GFEBS) Sustainment Training Analysis and Integration support services for the U.S. Army Soldier Support Institute (SSI) on Fort Jackson. GFEBS is a web-based system that will allow the U.S. Army to share financial and accounting data across the Service. With more than 79,000 end-users at nearly 200 Army financial centers around the world, GFEBS ultimately will be one of the world's largest enterprise financial systems. As GFEBS replaces scores of largely incompatible legacy accounting and financial IT management systems, it will eventually manage $100 billion in spending by the active Army, the Army National Guard and the Army Reserves. To maximize the potential of technological developments, the U.S. Army Financial Management School (FMS) must take aggressive action to evolve and adapt capabilities based on changes in threat capabilities and the operational environment. The war effort over the last decade has compounded the effects of the Army's multi-changing cultural environment. It has been exceedingly difficult for Soldiers to find the necessary time to attend traditional, in-classroom, instructor-led training. From this perspective, the FMS requires a training strategy that will increase its flexibility to use its programs to provide training to FM Soldiers, civilians and teams when and where they need it. At full operational capability, the FMS will become the focus for all Financial Management (FM) training for the Army, specializing in GFEBS technical training and cost management skills. The FMS needs to create permeable walls to its expert information and skills by digitizing its most precious assets, the expertise of its staff and faculty. The school requires assistance in packaging its expert information in a variety of media for provision to the Force. The Government intends to issue Request for Proposal (RFP) W9124C-14-T-0021, which will result in the award of a Firm Fixed Price contract. The North American Industrial Classification System (NAICS) code for this acquisition is 611710, quote mark Education Support Services quote mark with a small business size standard of $14 Million. This requirement will be solicited as a small business set-aside in accordance with the policies and procedures outlined in Federal Acquisition Regulation (FAR) part 13 Simplified Acquisition Procedures (SAP). The final RFP will be available for interested industry participants on or around June 6, 2014. The RFP will be accessible through the Army Single Face to Industry (ASFI) website https://acquisition.army.mil/asfi/; and the Federal Business Opportunities website, https://fbo.gov. The resultant contract will include a 12 month base period, and two (2) 1-year option periods. The RFP and any subsequent documents related to this requirement will be available for download at the ASFI and FBO websites referenced above. Potential offeror's are responsible for monitoring these sites for the release of the final solicitation and any subsequent amendments. All offeror's must be registered in the System for Award Management (SAM) database and a small business under NAICS code 611710. No paper copies of the solicitation will be mailed and telephone requests will not be honored. The Contracting Officer for this requirement is Mrs. Mandy Ashmore.
