- Requirements This notice is being published in accordance with FAR Part 5.101, requiring the dissemination of information for proposed contract actions. The US Army Corps of Engineers, Buffalo District, intends to issue a sole-source contract to the University at Buffalo for Research and Design for Passage of the Emerald Shiner in the Niagara River. The intent to award will be made in accordance with FAR Part 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements, under the authority of 10 U.S.C. 2304(c)(1). This project will have three fundamental objectives 1) To determine the swimming capabilities of Emerald Shiners according to age class (larvae, juveniles, adults), and ambient velocities; 2) An assessment of potential barriers for Emerald Shiner migration in the upper Niagara River; and 3) Quantification of the suitability of design alternatives to the barriers to Emerald Shiner migration in the upper Niagara River. Passage of the Emerald Shiner in the Niagara River and tributaries is obstructed due to impassable water velocities, hastened by hardened shorelines. The Emerald Shiner is a prey fish and a critical component of the Niagara River and Lake Erie food web, as codified in the Fish Community Objectives developed by New York State Department of Environmental Conservation. The Fish Community Objectives define delisting targets for the Degradation of Fish Populations Beneficial Use Impairment for the Niagara River Remedial Action Plan. Small fish passage is an emerging area of study and requires thorough research and investigation prior to project implementation. This project requires highly specialized equipment and advanced experience involving fine scale hydraulic engineering research. The use of a hydraulic flume is a critical requirement for accomplishment of the scope of work. The Wilkeson Hydraulic (Flume) Laboratory at the University at Buffalo occupies approximately 1200 sq ft, and has the following major equipment and instrumentation: 10-m long, 0.5-m wide, and 0.5-m deep tilting re-circulating flume; mixing box; particle image Velocimetry system; acoustic Doppler and electromagnetic current meters and bucket-wheel current meters; and acoustic bed profilers, stage recorders, bed load and suspended sediment samplers, turbidity meters, and surveying instrumentation. Particular staff at the University at Buffalo has developed the highly specialized experience required for this project through prior research on this topic. Areas of focus of prior research include environmental fluid mechanics; fish passage, biological and ecological flow applications, stratified flows, and fisheries modeling. This is a unique qualification required to investigate the impact of turbulence condition on small fish passage and fish path decisions on the Niagara River. The particular staff has also been designated as a collaborator on a research grant entitled "Emerald shiner habitat conservation and restoration study in the upper Niagara River: importance for sport fish, common terns, and public education," funded through the Niagara River Greenway Commission. This notice is not a request for competitive proposals or bids, it is for informational purposes only. All interested parties may submit a capability statement in response to this requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation and detail to establish capabilities to fulfill the requirement.
