- ***** May 30, 2014 Notice Phase One of Solicitation ED-FSA-14-R-0013 for Title IV Financial Aid Origination and Disbursement Services has concluded. The following four vendors have been selected for further competition in Phase Two of this procurement: -- Accenture Federal Services -- Nelnet Servicing -- Sallie Mae-Navient -- Team Great Lakes Only these four vendors will be receiving the Phase Two Solicitation ED-FSA-14-R-0013 and are invited to submit proposals in response to the Solicitation. Selection to compete in Phase Two does not indicate nor constitute a contract award. FSA will evaluate all offerors pursuant to the criteria set forth in the Phase Two Solicitation. Using the results of this evaluation, FSA intends to make award to an offeror determined to be presently responsible and whose offer represents the best value to the Government. ***** March 31, 2014 Notice Please review the attached Question and Answer PDF. ***** March 20, 2014 Notice The solicitation has been amended. Please refer to the Revised Solicitation Package. ***** The U.S. Department of Education, Office of Federal Student Aid, is conducting a two-phase solicitation in accordance with the Department of Education Acquisition Regulation (EDAR) Subpart 3415.302-70. This solicitation is for phase one of the two-phase process. Selection in phase one does not constitute, nor guarantee, a contract award as there will be no contract award as a result of this phase one solicitation. The offers submitted for the phase one solicitation will be evaluated against the evaluation criteria (Go/No-Go Factors and Evaluation Factors) in the solicitation. Only the offerors selected for phase two will receive the phase two solicitation. Please see attached the phase one solicitation (ED-FSA-14-R-0013) and its attachments for additional details. All questions regarding the phase one solicitation shall be emailed to MPDODTeam@ed.gov, and be received by 4 PM ET, March 28, 2014. The proposal shall be emailed to MPDODTeam@ed.gov, and be received by 4 PM ET, April 14, 2014. The time of receipt is considered to be the time at which the e-mail is received at the initial point of entry to the Department of Education's infrastructure.
