- Work on this project modifies the existing Juvenile Fish Transportation system from a pressure pipe system to an elevated, open channel system. While there are several individual components, all components must be constructed as a system in order to continuously provide conveyance for all of the water and fish in the system. Existing mechanically-controlled collection channel orifices will be enlarged from 10 inch to 14 inch diameter with LED light (qty 17 new orifices) and with PLC automated control. Concrete mining (demolition) of approximately 1400 cy is required to the enlarge the existing JFF collection channel to 9.5 feet wide, and construct a new 6 foot wide Transportation Channel through the dam. Upper concrete plugs (qty 18) would be installed in the reservoir side fish screen slot to structurally support the widened collection channel. The existing downwell will be decommissioned, modified, and filled with concrete. The existing Transportation Pipe will be decommissioned and modified to provide emergency bypass and water supply to the Juvenile Fish Facility. The mined portion of the Transportation Channel will transition to an elevated steel channel at the downstream face of the dam. The Transportation Channel connects to the new elevated concrete primary dewatering structure. Steel trusses spanning drilled shaft columns will support the Transportation Channel, Primary Dewatering structure, and Juvenile Transportation Flume. Excess water from the primary dewatering structure will be diverted to new Adult fish ladder attraction piping (optional contract line item), Adult fish ladder trap, or drain to the river on one in-river pier support. Fish and remaining water exiting the primary dewaterer are conveyed through an elevated 36-inch corrugated metal flume, with walkway and handrail, to the elevated PIT tag system (3 aluminum antennae enclosures, HDPE pipe; electrical power and fiber optic wire) and continue through an elevated flume loop with structural drilled shaft supports to the elevated Main Bypass Switchgate. Water and fish are diverted to the existing fish facility with a secondary dewatering unit and a rectangular aluminum flume. Diving will be required in the forebay and gatewells to provide additional structural support for mining activities and plugging air pipes exiting to the forebay and gatewells. The construction magnitude is estimated between $25,000,000 and $100,000,000. 100% performance and payment bonds will be required. NAICS code for this project is 237990, and the small business size standard is $33,500,000 average annual receipts. Solicitation No. W912EF-14-B-0006 will be posted to the FBO website on or about July 2, 2014. Solicitation is open to both large and small business concerns. The bid opening date will be contained in the solicitation and any solicitation amendments that may be issued. BIDS MUST BE BASED ON THE FINAL SOLICITATION. Such documentation may include a US passport, Certificate of US citizenship (INS Form N-560 or N-561), Certificate of Naturalization (INS Form N-550 or N-570), foreign passport with I-551 stamp or attached INS Form I-94 indicating employment authorization, Alien Registration Receipt Card with photograph (INS Form I-151 or I-551), Temporary Resident Card (INS Form I-688), Employment Authorization Card (INS Form I-688A), Reentry Permit (INS Form I-327), Refugee Travel Document (INS Form I-571), Employment Authorization Document issued by the INS which contains a photograph (INS Form I-688B).
