Description
The Library of Congress, Copyright Office (CO) is seeking information on how an interested contractor could prvide routine/preventative maintenance and on call maintenance services for a Series 8 Pitney Bowes System. The Series 8 Pitney Bowes Inserting System is the primary operating system for inserting Copyright Office generated correspondence, including issuing certificates of registration for copyright registration claims, into envelopes and assigning the postage to this material. The purpose of this RFI is to determine: 1) The number of contractors that can provide these maintenance services 2) The qualifications/certifications a responsible contractor should have to perform this maintenance 3) The terms and conditions under which this maintenance is typically procured in the commercial marketplace Responder Requirements Responders are requested to provide: 1. Company name, company contact, contact address, phone number, and e-mail address. 2. A technical description and proof of concept of a solution that meets the requirements specified per the attached requirements. 3. A budgetary estimate to meet the maintenance requirements. 4. An estimate of ongoing administrative and maintenance requirements to maintain the system. 5. Hardware/software compatibility requirements or dependencies of system. 6. Recommended qualifications and certifications a contractor providing this maintenance should possess 7. Terms under which this service is customarily provided. 8. A proposal of the frequency of scheduled preventive maintenance, which should be no less than twice a year on or around January 27, 2015 and July 28, 2015. The contractor shall also provide documentation on how they would provide unscheduled remedial maintenance on an ad hoc basis. The system consists of Series 8 Pitney Bowes Inserting System R404 serial no. 0004394, and its operating parts: • RD3J serial no. 402063, • R760 serial no. 1046921, • Y130 serial no. 1192, • Y241 serial no. 2874, and • 1E08 serial no. 10289. 9. At a minimum the proposed preventive maintenance shall consist of checking the Series 8 Pitney Bowes System for wear-and-tear on all operating parts and other movable parts and providing replacement parts if necessary. The preventive maintenance also should address giving the machines a detailed cleaning, which may require that parts be removed in order to perform the detailed cleaning. Please explain if this is not compatible with your customary terms. 10. It is expected that calls for unscheduled maintenance made during regular operating hours be responded to the same day. If the call is made outside of normal operating hours, the contractor shall respond within 24 hours. Operating hours for the purpose of this request are Monday-Friday 8:00 am to 5:00 pm ET. Please explain if this is not compatible with your customary terms. 11. For calls for maintenance in which the remedy is outside of what is covered by the maintenance agreement (i.e., willful destruction of property, operator negligence), the vendor shall provide information on how they would address the issue including details on how they would price and provide maintenance. 12. Vendor should include a proposed quality assurance plan and details on the type of safety precautions that the company customarily utilizes.
