- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13, Simplified Acquisition Procedures. The US Army Contracting Command, Aberdeen Proving Ground - Installation Contracting Division, 6001 Combat Drive, Aberdeen, Maryland, 21005 has a requirement to procure the following: Scope of Work: To provide calibration of four(4) Lasair II 110 particle counters for Test, Reliability & Evaluation Branch (TREB). The calibration contract agreement includes labor required for the calibration of each of the following instruments: Lasair II 110 S/N 50464, 50868, 61537, and 68448. A NIST traceable calibration certificate must be provided with each calibration. Background: TREB required the Lasair II 110 particle counter to test filtration efficiency for HEPA filters. These filters are used by the warfighter to potentially filter air contaminated with dangerous pathogens. The Lasair II 110 particle counter is required to be calibrated once a year as recommended by the manufacturer. Delivery Schedule: Service contract will be in place for one year from approval date with two option years available. After notification of an instrument that requires calibration TREB will request a RMA from PMS. Once TREB receive the RMA TREB will ship the instrument to PMS for calibration. Upon completion of calibration PMS with ship the instrument back to TREB with all calibration certificates within one month unless unordinary circumstances does not permit this. The intended period of performance is one year from the award date plus two(2) option years. The Government intends to award a firm-fixed price sole source contract to Particle Measuring Systems, Inc. This firm is the original and sole provider of calibration services for Lasair II 110 Particle Counters. The associated North America Classification Systems (NAICS) Code is 811219 and the Business Size Standard is $19 million. All responses received within eleven (11) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interests and capability to respond to this requirement no later than 2:00 PM Eastern Time, Monday, June 9, 2014. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
