- Description
- The Department of Homeland Security/Federal Emergency Management Agency/U.S. Fire Administration (DHS/FEMA/USFA) intends to negotiate and award a contract on a sole source basis (IAW FAR 6.302) with the National Fallen Firefighters Foundation (NFFF) located at 16825 S. Seton Avenue, Emmitsburg, MD. Since 1981, the Federal Emergency Management Agency (FEMA) has sponsored The National Fallen Firefighters Memorial Service under the leadership of its United States Fire Administration (USFA). The service is held each October in conjunction with National Fire Prevention Week, and symbolizes the gratitude all Americans feel toward the men and women of the fire service who work tirelessly to protect our communities from all emergencies. The United States Congress created the National Fallen Firefighters Foundation (NFFF) to lead a nationwide effort to remember America's fallen firefighters. Since 1992, the tax-exempt, nonprofit Foundation has developed and expanded programs and nationwide resources to honor our fallen fire heroes and assist their families and coworkers. In accordance with 36 USC Chapter 151302; the purposes of the foundation are: (1) (A) to encourage, accept, and administer private gifts of property for the benefit of the National Fallen Firefighters' Memorial and the annual memorial service associated with the memorial; and (B) to, in coordination with the Federal Government and fire services (as that term is defined in section 4 of the Federal Fire Prevention and Control Act of 1974 (15 U.S.C. 2203)), plan, direct, and manage the memorial service referred to in subparagraph (A); (2) to provide financial assistance to families of fallen firefighters for transportation to and lodging at non-Federal and Federal facilities during the annual memorial service; (3) to assist Federal, State, and local efforts to recognize firefighters who die in the line of duty; (4) to provide scholarships and other financial assistance for educational purposes and job training for the spouses and children of fallen firefighters; (5) to provide for a national program to assist families of fallen firefighters and fire departments in dealing with line-of-duty deaths of those firefighters; and (6) to promote national, State, and local initiatives to increase public awareness of fire and life safety. Part of the NFFF's mission is to help survivors attend the National Fallen Fighters Memorial Weekend by providing travel, lodging and meals. Memorial Weekend helps the family recover by offering support of professional grief counselors, giving the families an opportunity to network with other survivors who have "walked in their shoes," and letting them know that a grateful nation recognizes their loved ones who made the ultimate sacrifice. The USFA, in coordination with NFFF and other organizations, have maintained a continuous program of support to honor America's fallen firefighters and assist their families and coworkers, culminating with the Memorial Weekend which takes place annually in October. The proposed action is for services, for which the Government intends to solicit and negotiate under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The purpose and requirements of the contract are to procure the services to: (1) Investigate reports of fire fighter deaths from the media, fire service organizations, the United States Fire Administration, National Fire Prevention Association, National Institute of Safety and Health, and the Department of Justice Public Safety Officer Benefits Program, (2) Conduct line of duty death determination investigations to determine eligibility for inclusion at the NFFF Memorial and honors during the Memorial Weekend Events, (3) Identify and report on all line of duty firefighter fatalities, documenting the circumstances surrounding those deaths so that such tragedies may be prevented (4) Conduct reviews of appeals by families or fire officials of fallen firefighters previously turned down or inadvertently omitted from Memorial Weekend, (5) In consultation with fire service groups, 800 honor guard members, 300 fire service escorts, 100 returning survivor family members, families of the fallen firefighters, and the National Emergency Training Center Facility and Security Staff, identify and implement any needed changes to the Memorial Weekend, (6) Conduct year round coordination and management of a variety of necessary subcontractor and volunteer support and services to include media production, lighting, sound, stage, event logistics, State and local law enforcement support, local Fire Police support, additional event security through an existing federal security contractor, as well as alternate site relocation preparation for the events (7) Finalize and conduct memorial ceremony activities to typically take place the first weekend in October(8) Coordinate and conduct Family Day Sessions for the survivors through grief counseling sessions and returning survivor assistance. The contractor must be able to meet the core responsibilities required for this requirement as follows: • Promote the interests of state and local fire organizations, fallen firefighters, and relatives of the fallen; • Have a longstanding relationship with the returning survivors of the fallen heroes; • Serve as the voice for the "Fire Service Survivors Network"; and • Maintain existing databases • Maintain the NFFF Memorial, the historical Chapel and associated walkways utilizing established policies and procedures for obtaining and placing bricks on the Memorial Walk and Walk of Honor • Establish and promote best practices in the prevention of line of duty deaths • Provide continuous support to survivors of fallen fire fighters through the NFFF Survivor's Conference and Kid's Camp and other associated programs. These programs assist surviving family members through grief counselling and reestablishment of full emotional health • Maintain the Chief-to-Chief network which leads to outreach to surviving family members through the Fire Service FEMA determined that the NFFF is uniquely qualified to perform this work as a result of extensive data collection and established resources and processes in accordance with 36 USC Chapter 151302. With more than 5,400 fire service survivors in its database, the Foundation has a unique capability to involve them in the planning and formulation of programs for the National Memorial Weekend. This notice is NOT a request for quotation (RFQ) for competitive quotes/proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same services. All capability statements received by the closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only organization known which can provide technically acceptable services is the National Fallen Firefighters Foundation.
