Description
COSMIC-2 Data Processing Center (DPC) THIS IS A SOURCES SOUGHT ANNOUNCEMENT. IT IS NOT A SOLICITATION, NOR DOES IT GUARANTEE A SOLICITATION WILL BE ISSUED. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted in response to this Sources Sought Announcement is strictly voluntary. The Government will neither award a contract solely based on this notice, nor pay for any information submitted by respondents. This notice is a request by the Government to collect information from interested vendors for the purpose of market research. Failing to provide a response to this announcement will not prohibit/exclude an interested vendor from participating in a future solicitation. The National Oceanic and Atmospheric Association (NOAA) seeks a contractor for the National Environmental Satellite, Data, and Information Service (NESDIS) to support and provide the COSMIC-2 (C2) processing system. This shall be a mature, fully automated state-of-the-art Global Navigation Satellite System Radio Occultation (GNSS RO) data processing, distribution, and archival system. The system will deliver accurate and timely C2 RO data with a demonstrated reliability of over 99%, have significant technical data processing and IT security (as required by the National Institute of Standards and Technology (NIST) standards), and be able to deliver timely (low latency) C2 operational data to NOAA's National Centers for Environmental Prediction (NCEP), Taiwan, and the other global Numerical Weather Prediction (NWP) centers by launch in May 2016. The C2 processing system will be required to include all efforts necessary to receive level-0 science data from multiple ground Remote Terminal Stations (RTSs), de-commutate level-0 data into standard level-1a format, process level-1a data into level-2 quality controlled data products and deliver to NCEP, monitor science payloads and data processing system, implement necessary IT security controls, manage configuration of payloads and data processing system, and archive all software and C2 data products. Additionally, the system will be developed and tested before it becomes an operational system before launch in 2016. The system will be able to make modifications in the assimilation algorithms to operationally assimilate and monitor C2 observations as soon as the data becomes available (eg. identify the transmitter satellite, implement specific quality controls for C2, etc). The system will be able to make changes in the code needed to implement, test and deliver in advance so the changes can be transitioned to operations at NCEP for operational weather forecasting. Key Assumptions Period of Performance : (FY14-FY22) with launches in FY16 and FY18. Engineering and Science Support Funding for COSMIC-2 Engineering and Science Support to continue at a minimum level of 2 FTE through FY22. This is needed to continue current level of engineering, scientific, and management support, and is also required to perform early risk mitigation on this DPC development effort. TriG Firmware Improvements Based on the COSMIC-1 experience, the Global Positioning System (GPS) receiver firmware requires continued improvements after launch by National Aeronautics and Space Administration's (NASA) Jet Propulsion Laboratory (JPL). Hardware The DPC hardware architecture for COSMIC-2 operations will be similar to the current COSMIC processing setup and will consist of: dual string Input/Output and processing clusters and single string development, staging, and post-processing machines. System Monitoring for Operations The level of system monitoring by on-site personnel for COSMIC-2 operations will not be around the clock, but will be similar to current COSMIC monitoring (Monday-Friday 8am-8pm, 3 times per day on weekends and holidays) with automated notification and remote login for after-hours support. IT Security The DPC shall comply with standard applicable NIST IT requirements for IT. Software Documentation Documentation will be developed and supplied. Further documentation for software process adherence (such as ISO 12207 or MIL-STD-498) shall be provided to the government if requested. International Missions of Opportunity (MOO) Operations The DPC will make "best effort" support of international missions that use current GNSS RO technology via JPL-developed receivers (i.e. IGOR Heritage). Future missions with IGOR heritage include: KOMPSAT-5, Korean mission, PAZ, Spanish mission with launch in 2013, EQUARS/LATTES, Brazilian mission with launch 2014. The COSMIC DPC shall process raw GPS radio occultation (RO) data into atmospheric profiles in near real time for use in operational weather forecasting, and 2-3 months after real-time in a more accurate post-processed solution for the research community. The DPC shall process the raw COSMIC data into atmospheric profiles in near real time for use in NOAA operational weather forecasting. The DPC will also process data from the SAC-C and C/NOFS missions in near real-time and send the derived profiles to NOAA for evaluation. The DPC will also publish post-processed data for COSMIC as well as other missions including GPS/MET, CHAMP, SAC-C, GRACE, TerraSAR-X, C/NOFS, and Metop/GRAS. Personnel The development and operations efforts for the DPC from FY14-FY22 will be implemented by a DPC technical and scientific team consisting of the following types of members: -Development Lead for data processing -Chief Scientist -Lead software engineer -Software engineer -System Administrator -GNSS processing scientist -Lead Neutral atmospheric inversion scientist -Neutral atmospheric inversion scientist -Ionospheric inversion scientist -Program Administrator Proposed Work Plan To maximize the technical readiness and operational reliability of GNSS (Global Navigation Satellite System) RO data processing at the DPC, continued interaction and close coordination are required between the key partners on all aspects of this project. These efforts will include contract development and management, management of technical requirements, system testing and readiness, schedule, and budget. Regular reporting and meetings are expected to ensure that NOAA is properly informed on the status and schedule of the project and to minimize project risk. Administrative support to the DPC team is expected and would notionally consist of budget and personnel management, reporting, acquisitions, travel, and local meeting support. Expected Development (FY14-16) These include: -system development -capability to process new signals from potential GNSS constellations (Glonass FDMA/CDMA, Galileo) -develop/test communication software to receive data from new Cosmic-2 RTS ground stations and new GNSS ground networks -develop level0 to level1 TriG translator -algorithm development and improvement -develop algorithms for near real-time GNSS clock estimation, C-2 LEO POD, and C-2 excess phase processing -develop algorithms for C-2 neutral atmospheric inversions -develop algorithms for C-2 absolute TEC computation, electron density profiling inversions, and scintillation products -establish latency of data processing -establish data processing management and monitoring -establish system management and monitoring -establish quality control of data products -provide data user support -establish IT/security C-2 Operations and Maintenance (FY16-FY22) After launch the DPC team must operate and maintain the system. These efforts include: -continued DPC enhancements that are required due to TriG firmware changes and ground network changes -TriG payload configuration, operations and monitoring -TriG firmware uploads and data quality evaluation -data processing algorithm improvements -system maintenance and monitoring -data processing monitoring -data validation efforts -data user support -maintain IT/security These efforts from FY16-FY22 will be carried out by DPC technical and scientific team members. C-2 Post-Processing and Archiving (FY16-FY22) The DPC will be established to post-process COSMIC-2 data and the DPC team will then post-process and archive all data until the end of the mission. Travel Travel will be required to support the Cosmic-2 team in meetings and technical exchanges in the U.S. and Taiwan The North American Industry Classification Code (NAICS) is 541712 with a small business size standard of 500 employees. Interested Contractors are requested to provide the following information in response to this Sources Sought Announcement: 1) A statement that illustrates the company's capability to meet all these requirements and perform these services. 2) Company DUNS number & CAGE code 3) The company's SBA certified small business concern status. Specifically identify if the firm is HUBZone-certified, Service Disabled Veteran Owned, or in the SBA's 8(a) program. If the firm is not small, please state that it is a large business. 4) A brief description of the firm's recent past experience (within past 3 years) performing similar services. The information provided in response to this announcement is limited to five pages or less. All information shall be provided free of charge to the Government. The Government will not return any data provided in response to this announcement. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. The Government will not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
