Description
This RFI is to solicit industry to provide the government up-to-date input on the ability of industry to provide the government a Central Amplified Announcing System (CAAS) System of Systems that include systems to: (1) provide one-way amplified announcing communications for general shipboard announcing, engineering announcing (including in-plant), hangar bay and flight deck announcing, and ship-to-ship announcing; (2) provide two-way announcing communications for weapons handling (46MC), communications for the coordination of electrical plant and electrical distribution (23MC), and communications for the coordination of propulsion plant and auxiliary machinery (26MC); and (3) provide redundant announcing system capable of supporting the entire ship in the event of casualty, firefighting and damage control. Shipboard Environmental Requirements: a.Shock Qualification The Announcing equipment shall be grade A shock qualified in accordance with MIL-S-901 (series). b.Vibration Qualification - The Announcing equipment shall be vibration qualified in accordance with MIL-STD-167/1 (ships). c.Electromagnetic Emissions and Susceptibility Qualification - The Announcing equipment shall be qualified for electromagnetic emissions and susceptibility in accordance with MIL-STD-461 (series). System Requirements: (1) One-way Amplified Announcing System (AN/SIA-127H) The system shall have the capability to be configured as a 1MC, 2MC, 3MC, 5MC and/or 6MC circuit. The 1MC shall be assigned as the general announcement circuit. 2MC (FWD/AFT) shall be assigned for the propulsion announcing circuits and shall be used for 1MC announcements and alarms. 3MC shall be assigned as the Hangar Bay and Flight Deck Walkway circuit and shall be used for 1MC announcements and alarms. 5MC shall be assigned as the Flight Deck circuit and the 1MC Collision alarm (only) shall be distributed over the 5MC. The 6MC is the ship-to-ship announcing circuit. (2) Two-way Announcing System (Special Purpose Intercom System) The 23/26MC system is the primary means of communication for the coordination of the electrical plant and electrical distribution (23MC), and propulsion plant and auxiliary machinery (26MC). The system provides for in-plant watch stations to communicate with out-of plant watch stations. The 23/26MC system provides direct two-way communications between station terminals for the exchange of vital mission information. The system comprises a central cabinet and up to 48 master station. The 23/26 MC Cabinet is a wall-mounted cabinet and controls all 23/26 MC functions. The 46MC system provides communication capability for weapons handling. The 46MC shall provide hands-free operation in the execution of station-to-station calls through single-button activation. The system provides direct two-way voice communications between master operator stations and selected user stations for the exchange of vital mission information. (3) Redundant One-Way Announcing System (AN/SIA-129) The Announcing System consists of two redundant cabinets which house 19 inch rack mountable equipment capable of driving 2000 Watts (W) of loudspeaker load at 70 Volts (V). The Announcing System supports two modes, Split and Full, which determine if the load is shared by both cabinets or handled by a single cabinet. Both cabinets are identical and capable of driving the full system load in the event of a single node failure or power outage. In order to pass shipboard safety standards, the equipment shall be Nuclear qualified. Submittals This RFI is for INFORMATION GATHERING and PLANNING PURPOSES ONLY. All information received will be treated as public knowledge; therefore, contractors should not submit proprietary information in response to this RFI. Only manufacturers with the capability of providing equipment meeting this requirement should submit specific information for review. Cut-off for receipt of information is 30 days after publication in FedBiz. The manufacturers should limit input provided to the government to 5 pages 10 point including a picture of the offerors CAAS equipment.
