Brand Name J&A LIMITED SOURCES JUSTIFICATION I. CONTRACTING AGENCY AND ACTIVITY Department of the Air Force, 1st Special Operation Contracting Squadron/LGCC, Hurlburt Field, FL, 32544 PR # F2F1104079A001. II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED This action will be awarded as a brand name, firm fixed price delivery order. The notice will be posted to the Federal Business Opportunities (FBO) government point of entry website at http://www.fedbizopps.gov in accordance with Federal Acquisition Regulations (FAR) Part 5.301. A contract will be awarded to the contractor with the lowest price technically acceptable. III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY'S NEEDS Part#: 125023BD-ME 250XL VER OS. Part#: 1250V24BD-ME 250CXL VER OS. Part#: 1250V33BD-ME 250XXL VER OS. Part#: 8M0063866 Command Module-77. IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION Authority for this brand name requirement is conducted through 10 U.S.C. 2304(c)(1), further implemented by FAR 8.405-6(b); items peculiar to one manufacturer. V. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE The items must be a Mercury Marine part because the 1 SOSS maritime section is a mercury only dealer through GSA. That means we have mercury computers, special tools, and all the other guages and test kits required to support this brand of engines. Buying another brand of engines would require the purchase of too much additional tools and equipment to support them driving up the price of purchase to unsustainable levels in benchstock costs. Additionally our assigned mechanics are mercury certified only and are not trained to work on other brands of engines. VI. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT CONDUCTED Market Research included: surveying the commercial market, research on GSA Advantage, and web based searches. The Mercury Engines are available through the manufacturor and select distributers around the country. VII. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION N/A VIII. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES REQUIRED Through every available means, the 1 SOSS will continue to monitor market information and technical publications to determine whether any other source can meet our needs. In addition, minimum requirements for any future requirements as described herein will be shared with industry to encourage other manufacturers to begin producing similar compatible products. IX. CONTRACTING OFFICERS CERTIFICATION The contracting officer's signature on the Coordination and Approval Document evidences that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief. X. TECHNICAL/REQUIREMENTS PERSONNELS'S CERTIFICATION As evidenced by their signatures on the Coordination and Approval Document, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete.
