- Drawing and table referenced in RFI description Request for Information for Plane Shift Cycle testing for Aircraft Carrier Purchase Cable GENERAL INFORMATION Document Type: Request for Information Request for Information Number: N68335-14-RFI-0286 Contracting Office Address: Naval Air Warfare Center Aircraft Division- Lakehurst Contracts Department Hwy. 547 Building 562, Room 306 Lakehurst, NJ, 08733-5083 REQUEST FOR INFORMATION (RFI): This is a request for information (RFI). This is not a solicitation. This RFI is being conducted for information and planning purposes only. This RFI does not constitute a Request for Proposal and should not be construed as a commitment by the Government to award a contract as a result of this RFI. The Naval Air Warfare Center Aircraft Division Lakehurst is seeking the services of: Plane Shift Cycle Testing for Aircraft Carrier Purchase Cable (wire rope). Plane shift bend(s) are present in the MK-7 Mod 3/4 Arresting Engine where the plane shift bend factor is used in determining Purchase Cable life. Government Furnished Equipment (GFE)/Government Furnished Material (GFM) •· 28" PD sheaves, steel with hardened throats (8X, all qty may not be necessary) •· 1-7/16" diameter steel wire rope, 6x31 construction, right-hand lang lay, die formed strand (2,300 ft.) Requirements: •· Terminate samples at test facility •· Plane shift angle of 90 degrees, distances per Test Matrix (REF. Example Layout) •· Distances within +0/- 3" of target distance are acceptable •· Tension loads vary from 75-120 kips per Test Matrix •· Tension loads maintained at +/- 2% of target tension throughout each cycle test. CONOPS Plane Shift Cycle Testing: •· Cycle test samples until failure, using GFE/GFM, and IAW Requirements and Test Matrix. (see attachment) Contractor performing the test shall record and provide raw test data to the government. For each cycle test, the Contractor shall numerically identify the test and record the target tension, tension data points throughout the test, plane shift distance (to the 1/2"), and cycles to specimen failure. Specimen failure is defined as the parting of 15 or more main wires in one strand of the wire rope specimen. The Contractor shall provide the data to the Government 1-week after the completion of the last test event. Contractor performing test shall be capable of adapting test machinery for use with GFE/GFM and aid in trouble shooting the interaction as needed. The Contractor performing the test must have experience with Instrumentation and Data Acquisition, Life Cycle Testing of wire rope, and wire rope manufacturing. Unique knowledge, experience, and understanding of aircraft arresting gear systems are strong pluses. Information in the following areas will assist NAVAIR Lakehurst in the development of its procurement strategy. Respondents to this RFI are requested to address the following information in their response to the Government: Performance data proving capability and experience meeting and maintaining cable tensions in the Test Matrix Data proving test machine modularity in meeting plane shift distance in Test Matrix Data proving test machine modularity in ensuring appropriate stroke for all plane shift distances in Test Matrix Performance data proving capability and experience accurately determining the cycle of failure Data proving machine repair and retrofit fabrication history with similar testing Technical and production capability in effectively fabricating wire rope specimens using the wire rope GFM Business size (8a, small, women owned, etc.) Quality Assurance certifications Technical capability and experience with test instrumentation and data acquisition Submit your response in a Microsoft® Word or compatible format document in no more than twenty single-sided, single-spaced pages, 12-point, Times New Roman font, using a minimum of one-inch margins. Responses should cite RFI number N68335-14-RFI-0286 and be addressed to the attention of Michael Furey, Code 2.5.2.5.2MF. All responses are due by 23 June 2014. Respondents are notified that a formal solicitation MAY NOT necessarily result from this RFI. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside of the Government without written permission in accordance with the legend.
