Description
(This section has been edited) Description: The United States Special Operations Command (USSOCOM) intends to solicit and award a contract(s) for the acquisition of an Electro-Optical / Infra-Red (EO/IR) with Laser Pointer camera. The camera is needed to support ongoing PUMA Unmanned Aircraft Vehicle (UAV) operations for the Small Unmanned Aircraft Systems (SUAS) Program. Multiple contracts may be initially awarded. The contract will be structured to permit a demonstration and testing at Joint Interoperability Test Command (JITC) before a down selection is made to one successful offeror. At that time, the Government will exercise the option for the ordering periods. All initially successful offerors will be able to provide a camera kit to meet the following technical requirements: The camera shall meet and/or exceed the following objectives: a. Stabilized gimbal for focus upon a target at 300m - 1500m slant range while at max zoom. Stabilization should be sufficient enough for image to not be significantly degraded. b. Infrared camera has adjustable white and black contrasting c. Payload must be able to still operate after an a payload is completely submerged in salt water for 4 hours. d. Operate from current RQ-20A PUMA AECV power, command & control, and data link standards e. Gimbaled Payload with EO/IR (Threshold); Gimbaled Payload with EO/IR and10mm coded 1064mm laser pointer (Objective). f. EO camera (Threshold). 10mp (threshold); 20mp (objective); 1.67 micron pixel size, 480p (T) and 1080p (O) g. Platform Digital Data Link needs to download streaming digital video at 24 frames per second (T), 60 frames (O) with electronic Pan Tilt Zoom stabilization of video image (T=O). h. 640x480 LWIR IR camera (Threshold) / 640x512 NIR/SWIR/MWIR camera (Objective). Largest millimeter (mm) Focal Length lens that you can get into a gimbal package with EO and SWIR/Illuminator. i. SWIR to see coded laser marker/designator energy at 1.5 km day and 3 km night (assuming 100% illumination) 640 x 512; 15 micro pixel size, approximately 23mm focal length lens. (O) j. Electronic pan tilt zoom stabilization of video image (T=O) k. Electronic beam tilt zoom stabilization of video image (T=O) (i) Pan: 360degree pan feature (T=O), not degrade current capability of PUMA camera (ii) Zoom: Stepped Zoom (T) and Continuous Zoom (O) Tilt: -10 to -90 (T); +10 to -90 (O), l. Weight - <685g (Threshold), <550g (Objective) (current weight is 685 grams with a center of gravity located between 2 and 5 inches from the front of the payload). m. Tracking - moving and stationary targets (Threshold). Moving Target Indicator/Track (Objective). n. Size- Fit within current PUMA AECV payload bay parameters (i) Power -. Must use same (Threshold) or less (Objective) than Infini-spin where power is 12 Volts DC with 10 Watts continuous (ii) Reliability/Ruggedization. Minimum number of landings before possible failure. 30 landings (Threshold) and 100 landings (Objective). (iii) The camera solution needs to be in a transport case to enable easy movement, inventory, and prevent damage to the camera. Notes: 1 Mission Altitude - Determined by the payload/sensor and aircraft combination to achieve the required visual and acoustic signatures with required NIIRS value. 2 Operational Environment - Any environmental conditions in which the aircraft/system may be employed throughout the full spectrum of military operations (dust, rain, snow, winds, etc.) with limited hangar/shelter capacity. Contract Information: A six month base period and one 36 month ordering period is contemplated. Once the solicitation is posted, proposals will be accepted electronically. The anticipated Request for Proposal release date is 16 June 2014. All responsible sources may submit a bid, proposal, or quotation which shall be considered by USSOCOM. Please do not respond until the solicitation is released. The solicitation will be available via FedBizOps. No hard copies will be mailed. Set-asides: An RFI dated February 2014 did not result in a small business set-aside status. Interested parties should ensure company information is up to date in the System for Award Management.
