Description
DD254 Attachment draft DD254 Pricing Spreadsheet Subcontractor Consent PPQ Cover Letter Past Performance Questionnaire Past Performance Information Cross Reference Matrix RFP Defense Procurement & Acquisition Policy (DPAP) has developed an initial Business Intelligence (BI) capability and an on-line toolkit to ensure implementation of and compliance with Federal and Department acquisition regulations and policies that apply to established CONUS, OCONUS, and contingency/expeditionary environments. The BI capability compiles data from existing federal and departmental repositories and provides users standard reports and access to the compiled data via web services / application programming interfaces (APIs). Additionally it provides ad hoc reports capabilities to DPAP system administrators. Repositories accessed currently include the Electronic Document Access (EDA) system, the Federal Procurement Data System (FPDS), Wide Area Workflow (WAWF), and the Contractor Performance Assessment Reporting System (CPARS); and additional are planned for the future. The Toolkit hosts instructions, training and a collection of documentation and files that define / describe procurement Applications, Standards (Extensible Markup Language (XML), Adobe Forms), and Services / APIs to help individuals and organizations manage, enable, and share procurement information across the Department of Defense. The BI application is currently hosted by the Department of Army's Acquisition, Logistics and Technology Enterprise Systems and Services (ALTESS) organization in Radford, VA. The current Service Level Agreement (SLA) with ALTESS is provided as an attachment. The BI application uses an Oracle Business Intelligence Enterprise Edition (OBIEE) platform. The Procurement Toolbox application is hosted commercially (currently with Amazon Services). The objectives of this effort are primarily to (1) provide a centralized procurement business intelligence tool to bring together data from disparate systems in order to monitor on-going compliance with procurement regulations and policies, as well as support procurement data needs of OSD, DPAP, and Component procurement leadership; and (2) provide a web application that centralizes the availability and access to procurement data standards, procurement initiative implementation tools, training tools for enterprise systems / initiatives, and other data. The Government requirement is to award a performanced-based, firm-fixed-price (FFP) contract for the acquisition of Procurement BI and Toolkit support.

Address: The place of performance for this effort is primarily at the contractor site, although some trips to the hosting facility and/or to training events or conferences may be required.
