Description
The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to procure on an other than full and open competition basis the following items: Nova Electric Galaxy Series Pure Sinewave DC-AC Inverter Rack Mounts (4 ea), Model GS12K60-425; 3U Rack Mount Transfer Switch, (3 each)SST-12K-425VDC; Optional Chassis Slides for Inverter and Switch Drawers. This equipment is required to maintain operations of LSV-2's auxiliary power distribution system located in the NSWCCD's Acoustic Research Lab in Bayview, ID. The manufacturer of referenced equipment is Nova Electric of Bergenfield, NJ. The applicable NAICS code for this requirement is 335999 "miscellaneous electrical manufacturing," and the business size standard is 500 employees. The reason for restricting competition is as follows: Nova Electric has the capability to produce equipment customized for operation within LSV2 auxiliary power distribution system. The equipment must have the capability to transfer vital loads between two power sources without interruption of service. At a minimum, the inverters shall meet the requirement of MIL-STD-740-2 and MIL-STD-1474. The proposed contract action is for supplies or services for which the Government intends to solicit with only one source under the authority of FAR 6.302. The NSWCCD intends to award a firm, fixed-price purchase order to Nova Electric using Simplified Acquisition Procedures. Any firms believing that they can provide the referenced equipment customized to the NSWCCD's specifications must submit a written response within 15 days of this posting. This notice of intent is not a request for competitive proposals. However, all responses received will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely for the purpose of determining whether to conduct a competitive procurement.
