Sources Sought Notice OPMOSDBU0009 U.S. Office of Personnel Management's Contracting Group Contracting Program Review OPMOSDBU0009 Sources Sought Notice Purpose and Objective: This is a Sources Sought Notice to identify small businesses, especially those in the Small Business Administration's (SBA) 8(a) program, that are capable of providing an independent review of the Contracting program. This notice is issued solely for informational and planning purposes and does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotations. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential offeror's ability to respond to any future synopsis/solicitation, which may or may not follow or restrict the U.S. Government's eventual acquisition approach. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding. Background: The mission of the Office of Personnel Management (OPM) is to recruit, retain and honor a World-class workforce to serve the American public. OPM achieves this mission by providing human resources policy advice and services to other Federal agencies, supporting retirement processing for Federal employees, ensuring agency compliance with merit system principles, conducting background investigations for the Federal workforce, and overseeing Federal healthcare and insurance programs. Through our initiatives, programs, and materials, we seek to recruit and hire the best talent; to train and motivate employees to achieve their greatest potential; and to constantly promote an inclusive work force defined by diverse perspectives. We've set our sights on making the U.S. Federal Service America's model employer for the 21st century, with the following clear and measurable objectives: • Make searching and applying for Federal jobs easier and faster; • Provide Federal employees benefits that are relevant, flexible, fair, and rewarding; • Make Federal employment accessible - and possible - for every American who seeks it; and • Retain a Federal workforce as diverse and versatile as the work it does and the people it serves. OPM's Contracting Group provides centralized contract management to support OPM's operations and Government-wide mission. The Contracting Group consists of 29 authorized Full Time Equivalents (FTE). The average value of contractual obligations made by this team over the preceding two Fiscal Years was approximately $1,721,546,69. The Contracting Organization is comprised of several teams including the Boyers Team, Human Resource Solutions Team, Information Technology Team, OPM Services Team, and Policy & Oversight Team. To meet its Government-wide responsibilities and support its own operations, OPM maintains a number of major programs, to which the Contracting Group provides support.. They include: : • Federal Investigative Services (FIS) • Human Resource Solutions (HRS): • Other Programs and Support Offices including: CIO, CFO, Electronic Human Resource Initiative, Office of the Director, and others. The Contracting Group primarily uses the Consolidated Business Information System (CBIS). CBIS features two software applications Oracle Financials and the procurement tool, PRISM, from Compusearch. Capability Statement / Information Sought: Interested businesses are encouraged to respond to this notice. However, be advised that generic capability statements are not sufficient for effective evaluation of respondents' capacity and capability to perform the specific work as required. Responses must directly demonstrate the company's capability, experience and/or ability to satisfy the minimum requirements listed below. Capability Statement Requirements: OPM is requesting information from vendors who provide an independent review of the Contracting program including an assessment of the program's compliance and effectiveness, and identification of resulting risks and associated recommendations. These services shall include but not be limited to a review of the following: • Contract and IAA Compliance Review with Federal Procurement Regulations and OPM Acquisition Policy • Review of Contracting Group Policy and Oversight Team staffing, responsibilities, and effectiveness of compliance/oversight • Workload volume and workload complexity analysis, and corresponding staffing recommendations • Invoice Payment Process Review • Review of COR Program • Effectiveness of procurement systems support The objective of the assessment is to identify significant risks, if any, in the areas of procurement compliance, financial management, contract oversight, and OPM procurement policy/oversight. OPM's Contracting Officer (CO) will serve as the lead for this effort and designate a representative to serve as the Contract Administrator (CA). OPM's Contracting Group and other OPM organizations will provide advice and assistance during this effort. The deliverables shall include but not be limited to the following: • Draft Project plan. Such plan will be due within 10 business days after award of the contract. The draft project plan shall be subject to review and acceptance by the Contracting Officer, The plan shall include, at a minimum: o Detailed Approach to conducting the Review/Assessment o Detailed outline and associated milestone schedule of each of the review activities, to include any necessary meetings with OPM officials. o Proposed outline/format of Final Report deliverable • Bi-Weekly (i.e., 2 times per month) Progress Update Reports. Such progress reports shall be delivered and presented via a meeting (in person or conference call) to the Senior Procurement Executive, Director of Contracting and Contracting Officer, and shall include at a minimum: o Progress made in the preceding two weeks, planned activities for the upcoming two weeks o Description of any significant issues identified to date • DRAFT Final Report: The draft final report shall be a comprehensive document that includes but is not limited to: o Summary and Overview of the scope/content of the review (e.g., what was reviewed, processes used to review, sources of information and data supporting the review, etc.) o Identification of Significant Strengths and/or Risk(s), and associated recommendations, if any, in the areas of:  Procurement Operations/Compliance, if any, and the bases and support/source for such findings (Acq Planning, Pre-Award, Contract Administration, and Closeout)  Policy/Oversight/Compliance Organization and Effectiveness  COR Program  Procurement systems and related support o Workload and Staffing assessment: Workload volume and workload complexity analysis, and corresponding staffing recommendations, including the bases for staffing model selected and comparison to similarly situated federal procurement offices. o A high level DRAFT PowerPoint presentation suitable for use in providing summary findings and recommendations. • A separate and final executive briefing. Instructions for Responding to the Sources Sought Notice Information provided in response to this Sources Sought Notice must be submitted by the due date listed below. Responses to this notice shall include a Statement of Qualifications/Capabilities Statement package and a cover letter. The cover letter shall, at a minimum, include the following information: 1. Response to Sources Sought Notice OPMOSDBU0009; 2. Vendor's Company Name, Address, Contact Person Information; 3. Vendor's DUNS Number; and 4. Business Size and Size Standard / Classification relative to North American Industry Classification System (NAICS) code 541611. OPM requests that the Capability Statement, which is the response to questions below, not exceed twenty (20) single spaced pages. Please note that the collection of this data does not obligate the U.S. Government to the incorporation of the solicited comments in any future procurement action nor does it obligate the Government to the procurement of any services or products related to this notice. Proprietary information should not be included in the responses, further, responses to this notice will not be returned. Interested parties shall address the following when responding: Provide your company history, including past and present contracts independent review of a program. 1. Assessment with a Government Agency similar to those required under this source sought notice. The information shall also include three agency's name, point of contact with valid telephone number and email address, dollar value, period of performance, contract type, and type of services provided. 2. Describe your company's understanding of OPM's requirements under this notice. 3. Do you intend to subcontract any of the work required? If so, what would your subcontracting plan look like; what percentage of the services would be provided by your company, and which service areas would your company subcontract out? Describe your experience with managing multiple subcontracts. 4. Has your company experienced any problems managing this type of contract? If so, what were the problems, and the outcomes to those problems? 5. Is there any other pertinent information relevant to this notification that you would like for us to know? OPM may conduct Capabilities meetings with vendors that appear to satisfy the requirements as outlined in this notice to clarify any information in their Capability Statements. Information Submission Instructions: All Capability Statements sent in response to this sources sought notice must be submitted electronically (via email) to the following: Terri J. Miller at Terri.Miller@opm.gov All responses shall be in MS Word or Adobe Portable Document Format (PDF), and submitted by 1:00 PM Eastern Standard Time (EST) on Tuesday, June 3, 2014. All responses must be received by the specified due date and time in order to be considered. Only e-mailed requests for additional information will be accepted at terri.miller@opm.gov through 10:00 AM EST, May 29, 2014. Additional Information: There is no commitment by the Government to issue a solicitation, to make an award(s), or to be responsible for any monies expended by any interested parties in support of any effort in response to this sources sought notice. Any information submitted in response to this sources sought notice is a strictly voluntary. This sources sought notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. It is the responsibility of potential offerors to monitor this site for the release of any follow-on information. All documentation shall become the property of the Government.
