Description
1.This is a request for quotes. The Department of Veterans Affairs, James J. Peters VA Medical Center is currently seeking educational web based online Visual guides (videos) to physical examinations and Objective Structured Clinical Examinations Subscription. GENERAL INFORMATION 1.Access to educational web based online Visual guides (videos) to physical examinations and Objective Structured Clinical Examinations (OSCEs). (Screen shot of resources to be included is shown on the last page of SOW.) Library/CL&OD provides online (web) access to this learning resource from the Bronx intranet as well as access via an Athens account to those medical staff learning how to do an assessment on the human body system. 2.Scope of Work: The contract is to make available for web access the complete list of 18 physical examination videos listed below covering the specific subject matter plus a minimum of 5 Objective Structured Clinical Examinations (OSCEs) which can expand the number of these learning modules during the year but at no additional cost per the subscription year. The OSCEs are clinical reasoning modules where users are able to watch a segment of video and then there will be a "freeze point," at which the video will halt and they will be asked a question. The customer (staff person) responds, and then moves to the next video segment until a new question is posed. Finally, the user will compose a write-up similar to that asked for on the USMLE Step 2 CK (for further information on the USMLE Step 2 CK is please check the United States Licensing Examination website http://www.usmle.org/step-2-ck/ sponsored by F the Federation of State Medical Boards (FSMB) and the National Board of Medical Examiners ® (NBME ®)).A ical Boards (FSMB) and National Board of Medical Examiners ® (NBME ®). 1. Head, Eyes, and Ears · 8. Nose, Mouth, and Neck · 9. Thorax and Lungs · 10. Cardiovascular System · 11. Peripheral Vascular System · 12. Breasts and Axillae · 13. Abdomen · 14. Male Genitalia, Rectum, Anus, and Prostate · 15. Female Genitalia, Anus, and Rectum · 16. Musculoskeletal System · 17. Nervous System: Cranial Nerves and Motor System · 18. Nervous System: Sensory System and Reflexes The program will be made available remotely and if an app becomes available (via Athens authentication), the cost is to be included in our subscription at no additional cost. 3.BACKGROUND: Content is for educational purposes by institutional users both in house as well as remotely. Library is responsible for maintaining subscription access based on usage and recommendation from Staff Educators and other medical center staff. The website will be made available through the facility's intranet website and IP addresses. Training on use of this online video resource is provided by Staff Educators. In addition to the user requesting access to this well-known medical Library standard - the library will direct end users to its access point. This item is web based so it does not require any check out from the library. The Visual Guides of Physical Examination program will be available through remote access via an Athens account. As needed, customer support will be provided by the vendor to those education/library staff members who act on behalf of the patrons with questions not able to be answered about the use of the system or its capabilities. Reports on usage must be made available to library staff on a monthly basis by provider if the report cannot be generated by an on demand in-house library option. 4.PERFORMANCE PERIOD: 1 BASE YEAR(12 MONTHS) + FOUR OPTION YEARS 5.TYPE OF CONTRACT: Base year plus 4 option years Contract will allow other VA facilities from within VISN3 to be added to this contract if they so desire by those facilities that may become interested in a subscription even though not expressed at this time. A.GENERAL REQUIREMENTS 1. Funds for Services is to be delivered by Library SVC. when contract is awarded. 2. Any downtime during normal business hours 8:00am - 4:30PM and Monday - Friday is to be communicated well in advance by vendor (up to one week prior to down time to take place during these hours) in order for Educators to adjust their teaching schedules. 3. Scheduled downtime will occur infrequently - no more than once a month at maximum. 3. There is no limit to number of times a video or OSCE can be accessed or the number of simultaneous users to a video or OSCE. Requirements are that the website be compatible with the VA networked computers. (Trial is to be made available). B.CHANGES TO STATEMENT OF WORK 1.Any changes to this SOW shall be authorized and approved only through written correspondence from the Contracting Officer. A copy of each change will be kept in a COR folder along with all other required documents. Costs incurred by the contractor through the actions of parties other than the Contracting Officer shall be borne by the contractor. C.GOVERNMENT RESPONSIBILITES 1.The government agrees to pay a fair market price and that agreed to on the price quote from the vendor. D.CONTRACTING PERSONNEL SECURITY REQUIREMENTS 1.Other than the need for IP addresses, the contractor shall not have access to the Department of Veterans Affairs' computer systems nor have any need for accessing it. E.BILLING/INVOICING 1.Contractor invoice to be rec'd upon receipt of product shall contain specific information such as performance period, PO number and remit address or designation. Invoices shall be electronically uploaded via the following invoicing alternative in the FMS -financial Management System. a.
