Description
This ia a REQUEST FOR INFORMATION/SOURCES SOUGHT NOTICE (RFI/SS) FOR PLANNNING PURPOSES ONLY. This request is not a solicitation. There ia no solicitation available at this time. request for a solicitation will NOT receive a response. This notice is being published with the intent to promote competition. Suggestions from industry regarding how competition may best be achieved are requested. All such suggestions will be considered; however, the Government reserves the right to solicit for the required services in a manner of its own choosing in accordance with the applicable procurement regulations. We are seeking capability statements from all Businesses qualified to perform under the NAICS: 334511, Size Standard 750 employees, FSC: 5855. All interested and qualified sources are encouraged to respond. Response to this RFI is strictly voluntary and will not affect any contractor's ability to submit an offer if, or when, a solicitation is released. However, we highly encourage your firm to respond. The subject RFI is for planning purposes only and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. There is no entitlement to payment by the Government of direct or indirect costs or charges that arise as a result of the submission of information in response to this RFI. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. General and Project Information: This RFI/SS does not constitute an invitation for bid, request for proposals, or request for quote, nor does the issuance restrict the Government's acquisition approach. Potential companies shall not consider this request as an obligation on the part of the Government to acquire any products or services nor as authority for the Government to enter into negotiations. Any information received is considered market research and may be utilized by the Army National Guard (ARNG) in developing its Acquisition Strategy, Performance Work Statement, performance specifications and metrics. This action is to conduct market research and identify potential offerors and industry interest in the effort as described herein. This market research will be used to assess the availability and adequacy of potential business sources prior to issuing an RFP. The Government will not respond to or conduct formal debriefings to businesses as a part of this RFI/SS. The Government will not answer any questions submitted in response to this RFI/SS. The Government will not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI/SS. Description: The National Guard Bureau Aviation Division (NGB-AV) maintains Forward Looking Infrared Camera Systems (FLIR) on board UH-60 Blackhawk, OH-58 Kiowa and in the future UH-72 Lakota Aircraft. These night vision systems are highly complex and require scheduled and repair maintenance and on a regular basis. The purpose of this contract is to obtain direct and rapid repair of these aircraft FLIR camera system that are otherwise inoperative. As FLIR is the original equipment manufacturer (OEM) of all ARNG aircraft night vision systems they remain the sole source entity to provide analysis, repair upgrades and conversions. Repair work will range from basic antenna shielding through full system repair, to include circuit card and module repairs, including system upgrade and modernization. Responses are due not later than 11:00 A.M. ET, Thursday, 5 June 2014, and shall be sent electronically to the Contracting Officer, Linda M. Williams, linda.m.williams1.civ@mail.mil. Late responses may not be reviewed. Responses to this RFI/SS will not be returned. Again, THIS IS A REQUEST FOR INFORMATION/SOURCES SOUGHT SYNOPSIS (RFI/SS) ONLY.
