- The U.S. Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, MD intends to issue a sole source award to ACEA Biosciences, Inc. for the ACEA xCELLigence RTCA Cardio System or use at the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD). The ACEA xCELLigence RTCA Cardio System is the only impedance based system capable of high throughput in analyzing cardiomyocytes. All other systems that can analyze cardiomyocytes are either image based or electrophysiology based. The impedance based system of the ACEA xCELLigence RTCA Cardio System also has other research applications including, but not limited to, cell adhesion, cytotoxicity, cell proliferation, and GPCR functional assays. USAMRICD requires a label free non-invasive impedance based high throughput cellular analysis system that must adhere to the following Minimum Essential Characteristics (MEC): - The system must be able to perform impedance based real time dynamic monitoring of beating cardiomyocytes - The system must utilize consumable, sterile tissue culture treated 96-well plates. - All components must be biocompatible. - Electrodes must be gold or gold plated and cover at least 70% of the well surface - area. - Plates must be designed so cells can be imaged using standard laboratory microscope thru a specially designed area - In addition to monitoring cardiomyocytes, the system must also be able to be used for other research applications including cell adhesion, cytotoxicity, cell proliferation, and GPCR functional assays. - Well to well precision should be excellent with CVs less than 10%. - The system must be able to be placed into a standard tissue culture incubator and specifically designed to withstand the humidity and temperature of the incubator. - Instrument and consumables must be manufactured under ISO 9001 - Data analysis software package should be an integrated part of the instrument control software and include algorithms for slope, EC50, IC50, time dependent EC 50, maximum cell index, minimum cell index, area under the curve, and cell index doubling time. - The system should not require any calibration to maintain proper function - The system should be capable of interfacing with robotics for automated high throughput This notice of intent is for information purposes only, therefore, no solicitation will result from this announcement. All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly be able to provide services outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within 15 days, 05 June 2014, after publication of this notice, to the effect that comparable supplies and services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made.
